Description

Competition in Contracting Act (CICA), Justification For Other Than Full and Open Competition, 41 U.S.C. 253 (c) (1) - only one responsible source. Tower space is required at an elevation at or greater than 1,542 feet / 470 meters for the location of a NOAA Weather Radio antenna system. Additional requirements are non-exclusive use of approximately five (5) square feet of floor space in Lessor's communications building to house the Government's transmitter and receiver, emergency power generator; and 24/7 ingress and egress together with road access. Two (2) antennas: VHF and a UHF antenna will be used to transmit weather data to maximize the signal transmission and improve the signal reception. Site selection should not be a flood zone area. The intended transmission is to provide timely warnings to citizens, local officials, law enforcement, and local emergency management agencies in the protection of lives and property.
