- DEPARTMENT OF VETERANS AFFAIRS OFFICE OF TELEHEALTH SERVICES VHA CLINICAL IP VIDEO TO HOME PILOT Sources Sought / Request for Information Hardware, Software and Services to pilot VHA IP Clinical Video to Home ?? January 19, 2010 This is a Request For Information Notice is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). 1.The VA is in the process of determining appropriate sources of supply. The government has not ruled out the use of other mandatory sources of supply such as Government Wide Acquisition Contracts or the Federal Supply Schedule. To assist the VA in this effort the VA is requesting information in a narrative format, to provide insight on how your company could perform the entire requirement to provide Hardware, Software and Services to pilot VHA Clinical IP Video to 50 Homes 2.Interested parties should provide the following information to include: a.A Technical Solution including a written description or narrative of the proposed solution addressing the use of Off the Shelf products and custom application. The VA will require access copies of all software and middleware. A proposed timeline, and product certifications, and diagrams. 3.Please provide no more than three (3) contracts that your company has performed for this same or similar requirement and of comparable size, complexity and scope. Please identify whether you performed as a prime contractor, sub-contractor, teaming partner, or as a project manager. Please be specific and provide a complete reference to include at a minimum the project name, contract award amount, time to complete project, and the project owners' contact information. 4.Respondents shall provide key personnel resumes not to exceed two (2) pages for any personnel identified by the contractor that would be involved in a future project and their respective roles. To include project managers, engineers, and installers. 5.Respondents shall provide the complete name of possible teaming partners or sub-contractors that would be involved in the project, their size status and the estimated percentage of total value of contracted work that will be performed by the prime, subcontractor and/or contractor teaming arrangement if applicable. 6.Please note that the purpose of this RFI is to identify qualified contractor's that would be interested in proposing on this project. The results from this announcement will assist the VA in making procurement decisions such as such as set-aside determinations. Please include a cover page which includes, at a minimum, the company's name, address, Dunn & Bradstreet number, socio-economic status, point-of-contact name, phone number, and e-mail address. Responses must include the SS number and project title in the subject line of their e-mail response. Submissions (responses) are preferred no later than Monday 25, 2010 at 12 Noon, Eastern Standard Time (EST); however they will be accepted as late as after that date and time. GENERAL INFORMATION 1. Title of Project: Department of Veterans Affairs Clinical IP Video to Home Pilot 2. Scope: The hardware, software and services contracted for, through this statement of work, will enable a pilot of fully encrypted broadband clinical IP video for real-time clinical video telehealth between VA sites and up to fifty (50) non-VA private residences. 3. Background: The Veterans Health Administration (VHA) has over 7.8 million enrolled veterans (with about 5.6 million active users). VA recognizes the need to increase access to its health care services for all veterans, especially veterans in rural areas or veterans with clinical conditions making travel to VA sites for care extremely difficult, such as Spinal Cord, Traumatic Brain Injury, Multiple Sclerosis, etc. Fully encrypted broadband clinical IP video conferencing enables real-time/interactive VA clinical consultation and services between VA providers and Veteran patients in non-VA private residences. VA currently provides care to 40,000 Veteran patients in their homes and local communities using home telehealth technologies. One of the technologies in routine usage is real-time video conferencing into the home. Care has been provided in this manner for over 10 years by VA using clinical video conferencing and video phones that use plain old telephone lines (POTS) connectivity to transfer video. Clinical video conferencing to the home replicates a face-to-face visit and thereby enhances access to care and reduces the cost and inconvenience of travel to Veteran patients. Hitherto the use of POTS video has been unsatisfactory because of: "the cost of supplying the home telehealth technology to Veteran patients and "the problems associated with (non-broadband) POTS connectivity for video, combined with "the reduced use of land lines by the Veteran patient population. Particular areas of clinical need that have been identified for IP video into the home are: "Telemental Health Care "Spinal Cord Injury Care VA has established a Clinical Enterprise Video Conferencing Network (CEVN). This national platform supports the use of medical care technologies to perform clinical video conferencing on the VA's dedicated intranet. VA has just completed a "video expressway" that provides access, through the VA firewall, to clinical video conferencing with non-VA sites - and this opens up the capability of VA to undertake clinical video conferencing into the home via internet protocol (IP) using broadband connectivity, instead of POTS, to transfer video. A new video conferencing software application is now commercially available (MOVI) that will enable secure encrypted video between patients' homes and VA clinicians via the VA's video expressway. This technology enables the Veteran patient's own personal computer or laptop with a webcam to provide the video connection to VA clinicians. A VA clinician sends an e-mail with the IP address for the time-limited window in which a consultation can take place. The intent of this pilot is to define the model for a permanent solution that will provide this routine service. 4. Type of Contract/Order Considered: Firm Fixed Price. 5. Proposed period of performance: The base period of performance will be one year from date of award plus for additional option years. All hardware will be installed in the VA network DMZ (Demilitarized Zone) within the VACO (Veterans Affair Central Office) ORAN (Optical Regional Area Network). SUPPORT OF TECHNOLOGY REQUIREMENTS 1. The contractor shall provide support for hardware and software and services as specified in above. 2. The contractor shall work with the site, engineering and any third-party contractor, if necessary until encountered hardware/software problems are resolved. 3. The contractor shall provide a toll-free number to initiate all trouble calls. 4. The contractor shall provide subject matter experts experienced who are capable of providing first tier support. CRITICAL ELEMENT (DELIVERY LOCATIONS) The contractor shall have the ability to deliver hardware/software to the DVA Central Office, 810 Vermont St, Washington DC. PERFORMANCE REQUIREMENTS 1. The Contractor shall provide information on intended use of internal metrics (e.g. delivery time, repair/replacement time, return-to-service time, customer survey) to gauge customer satisfaction, and to provide to VA upon request throughout the life of the contract. 2. The contractor shall coordinate directly with the designated VA point of contact located at the VA Fargo Medical Center and the Contracting Officer's Technical Representative (COTR) to receive technical direction and guidance for task performance. He/she performs evaluation of current information systems activities, plans and directs all phases of the work effort and ensures tasks are completed within negotiated time frames and technical specifications. 3. The contractor shall coordinate with the designated VA point of contact at the Fargo VA Medical Center 2101 Elm Street, Fargo, North Dakota, 58102. TRAVEL Travel will not be required from contractor. Contract is for delivered equipment; installation will be performed by government personnel. ELECTRONIC AND INFORMATION TECHNOLOGY STANDARDS INTERNET/INTRANET The contractor shall comply with Department of Veterans Affairs (VA) Directive 6102 and VA Handbook 6102 (Internet/Intranet Services). VA Directive 6102 sets forth policies and responsibilities for the planning, design, maintenance support, and any other functions related to the administration of a VA Internet/Intranet Service Site or related service (hereinafter referred to as Internet). This directive applies to all organizational elements in the Department. This policy applies to all individuals designing and/or maintaining VA Internet Service Sites; including but not limited to full time and part time employees, contractors, interns, and volunteers. This policy applies to all VA Internet/Intranet domains and servers that utilize VA resources. This includes but is not limited to va.gov and other extensions such as, ".com,.edu,.mil,.net,.org," and personal Internet service pages managed from individual workstations. VA Handbook 6102 establishes Department-wide procedures for managing, maintaining, establishing, and presenting VA Internet/Intranet Service Sites or related services (hereafter referred to as "Internet"). The handbook implements the policies contained in VA Directive 6102, Internet/Intranet Services. This includes, but is not limited to, File Transfer Protocol (FTP), Hypertext Markup Language (HTML), Simple Mail Transfer Protocol (SMTP), Web pages, Active Server Pages (ASP), e-mail forums, and list servers. Specifically, this prohibition includes signed-applets or any ActiveX controls delivered through a browser's session. ActiveX is expressly forbidden within the VA while.NET is allowed only when granted a waiver by the VA CIO *PRIOR* to use. JavaScript is the preferred language standard for developing relatively simple interactions (i.e., forms validation, interactive menus, etc.) and Applets (J2SE APIs and Java Language) for complex network delivered applications. SECTION 508 The contractor shall comply with Section 508 of the Rehabilitation Act (29 U.S.C. 794d), as amended by the Workforce Investment Act of 1998 (P.L. 105-220), August 7, 1998. In December 2000, the Architectural and Transportation Barriers Compliance Board (Access Board), pursuant to Section 508(2)(A) of the Rehabilitation Act Amendments of 1998, established Information Technology accessibility standards for the Federal Government. Section 508(a)(1) requires that when Federal departments or agencies develop, procure, maintain, or use Electronic and Information Technology (EIT), they shall ensure that the EIT allows Federal employees with disabilities to have access to and use of information and data that is comparable to the access to and use of information and data by other Federal employees.
