Description
: The, Atlantic Oceanographic & Meteorological Laboratory in Miami, FL., intends to award a purchase order to Teledyne RD InstrumentsWH300-600 LADCP profiler. The National Oceanic and Atmospheric Administration (NOAA), Atlantic Oceanographic & Meteorological Laboratory, Miami, FL on its hydropraphic cruises uses two Lowered Acoustic Doppler Current Profilers (LADCP) mounted on a rosette with a CTD. These LADCP's used in a dual configuration mode, measure vertical profiles of the horizontal velocity components from near the ocean surface to near the bottom. The observations provide absolute velocity estimates including the ageostrophic component of the flow. Teledyne RD Instruments (RDI) is the only known manufacture of the LADCP unit. This unit is a broadband, self- contained 300 kHz instrument. This instrument will routinely be pressure cycled to 6000m depths and must be designed to work under these conditions without adversely affecting data collection. Teledyne RD Instruments (RDI) is the only know provided of LADCP equipment that can be integrated into a dual LADCP configuration utilized by NOAA/AOML/PHOD during full-ocean depth profiling (two units together in tandem, collecting data set). RDI hold the patent on the broadband signal processing technology which enables their LADCP instruments to perform. The RDI ADCP also uses four acoustic transducers. The fourth transducer provide a means for quality control of the collected data. Any instruments purchased must be able to run RDI 52xx firmware and output in a forat that is compatible with custom processing software used at AOML(identical to the RDI format). To be considered interested parties must be able to demonstrate their ability to provide the LADCP. Firms must furnish detailed specifications and descriptions to demonstrate their capability to provide the product and satisfy the Government's needs. Capability information shall include, at a minimum, name, telephone numbers and address of concerns for which you have previously furnished this supply, and detailed narrative that describes the instrument and your ability to provide this supply as specified. Interested parties must respond within (7) seven days after publication of this notice. If no affirmative responses are received, the government intends to issue a purchase order to the only known source, Teledyne RD Instruments (RDI). The intended procurement is for supplies for which the government intends to acquire under the guidelines of FAR Part 12, Commercial Items. The NAICS code is 334511. The Government intends to solicit and negotiate with only one known source. However, all proposals received within 10 calendar days after the date of publication of this notice will be considered by the Government. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to Teledyne RD Instruments (RDI), whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
