Description
Expression-of-Interest Pre-Qual Questionnaire Washington Closure Hanford (WCH) is the prime contractor for the River Corridor Closure Contract (RCCC). WCH is requesting an Expression of Interest questionnaire submittal from companies interested in prequalifying for providing a labor work force to remediate buried waste materials at the 618-10 Burial Ground at the US Department of Energy Hanford Site, north of Richland Washington. The labor work force would perform the work at the supervision and direction of designated WCH field staff. A Request for Proposals (RFP) will be issued in the near future to interested, and suitably experienced and qualified companies. The RFP and subsequent subcontract award is subject to the requirements of the American Recovery and Reinvestment Act (ARRA). On-site work activity is scheduled to begin between September, 2010 and March, 2011, and continue for approximately 2 years of continuous and sustained activities, with the potential for lapses in the schedule for a variety of reasons. The required labor force of approximately 25 personnel includes Teamsters, Laborers, and Operators, and Foremen in each of these categories. These personnel will be performing excavation, handling and packaging of the 618-10 Burial Ground with heavy equipment and all necessary tools provided by WCH. The labor force and services would also include a Certified Industrial Hygienist and supporting Samplers/IH technicians; administrative staff to provide and maintain Davis Bacon Act Certified Payroll and accounting activities, provide initial training records of the labor force (WCH will provide and track training); and a single Point of Contact with WCH. In addition to the labor force and administrative staff, the selected company shall provide a selected number of vehicles, and associated insurance to transport labor forces on site. Remediation of the 618-10 burial ground shall primarily include excavation, handling, packaging and sampling of buried radioactive and chemical materials in the form of drums, debris, soil and other waste forms. Heavy equipment and materials will be provided by WCH. In order to prequalify for this work companies must demonstrate experience in providing similar services, and an ability to provide bonding and insurance associated with the services provided. The estimated value is between five and eight million dollars. The procurement will be reserved for the following Small Business Classification: Small Disadvantaged Business. Potential Offerors will be required to certify as a Small Business as defined by North American Industry Classification System (NAICS) code 561320 for Temporary Help Services (http://www.sba.gov/size/sizeable2002.html). Interested companies are invited to complete and submit the following: 1) expression of interest form and; 2) questionnaire information All information must be submitted to the following address: supplierforum@wch-rcc.com. Expressions of interest and prequalification questionnaire submittal will be accepted until Monday, February, 15, 2010, 5:00 PM (Pacific Time)
