Description
The U.S. Army RDTE-ARDEC is conducting a Market Survey to identify potentialsources for production of synthetic m-terphenyl (molecular weight = 230.30 g/mole) for use in military smoke/obscurant applications. It has been reported that a 99% pure sample of m-terphenyl has a melting point of 84-88 oC and a boiling point of 379 oC. Respondents must meet the following criteria: 1. Facilities must currently be capable of directly synthesizing and manufacturing m-terphenyl from commercially available starting materials in a single synthetic step using the Suzuki method. Skilled synthetic organic chemists and process chemists must be available within the facilities. 2.Respondents must have a lab or pilot facility to synthesize m-terphenyl in multi-gram, 5 lb, and 30-50 lb quantities. Respondents must be prepared to have the production capabilities to synthesize m-terphenyl on a long-term scale of 30,000 50,000 pounds over a three-year period. 3.The synthesized m-terphenyl must have a minimum purity of 98%, and the 2% of impurities that remain must be able to be identified by analytical means. 4.Chemical purities should be determined HPLC analysis, and a Certificate of Analysis should be prepared after each batch is synthesized. At a minimum, the Certificate of Analysis must summarize testing results in accordance to physical appearance of the synthesized material, identity of the synthesized material by 1H and 13C NMR and mass spectrometry. Any residual metals must also be identified in the synthesis process. 5.Supplier of any starting materials or reagents needed must be from NATO suppliers or from suppliers within the USA. 6.Ownership of all information developed as a direct result of this project shall accrue to US Army. 7.The respondents must be able to scale-up the described m-terphenyl to 30-50 lbs quantities within 6-months. Interested companies that believe they have capability to manufacture the quantities of m-terphenyl specified above shall provide the U.S. Army a summary of the companys information on the facilities (reactor, associated equipment, etc.), personnel, past/similar production experience, and environmental compliance as it relates to the product. A follow-up detailed questionnaire may be provided to survey respondents and on-site visits may be performed as a result of further analysis Also, interested firms should provide the manufactures name, address, point-of-contact with telephone number and e-mail address, size of business (small/large) and country where the facility is located. This market survey is for information and planning purposes only, and does not constitute a Request for Proposal (RFP). It is not to be construed as a commitment by the U.S. Government. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of the market survey. The Government is not obligated to notify respondents of the results of this survey. Interested sources should submit their qualification data and requested information no later than 1700 hrs EST on 19 February 2010 by email to joan.williams3@us.army.mil.
