Description
This opportunity will be to provide Construction Manager (CM) at Risk service for the Building Systems Modernization at the John F. Kennedy Center for the Performing Arts in Washington DC (The Government). Selected HVAC, Electrical, and Plumbing Systems will be repaired and/or upgraded. The Scope of CM at Risk services under this proposed contract includes Pre-Construction Phase Services and Construction Phase Services. The CM at Risk will be competitively chosen using Source Selection (FAR 15.3) procedures. The Government reserves the right to make award on initial offers, but discussions may be held if appropriate. The estimated total construction cost for the project is more than $10,000,000. The CM at Risk will provide services such as design review, cost estimating, sustainability review, scheduling and general construction services covering a wide range of design and construction activities that are often performed by both Construction Managers and General Contractors. The CM at Risk is involved with project development and administration of construction. The CM at Risk will be a member of the project development team during the design and construction phases, working with the A/E and Government to ensure a successful project delivered within the mandated schedule and budget. The CM at Risk will perform services including, but not limited to: evaluating design concepts, coordinating and performing design reviews, reviewing and preparing cost estimates, reviewing and preparing project schedules, controlling project schedules, keeping records, reporting on design and construction progress, providing Project Value Engineering, conducting constructability reviews, establishing the Guaranteed Maximum Price with the Government, delivering the project at or below the defined budget or the Guaranteed Maximum Price, administering the construction contract and all subcontracts, coordinating construction meetings, Critical Path Method (CPM) scheduling, monitoring construction costs, and performing administrative and other services as defined in the scope of work.WSP Flack & Kurtz have been contracted for the design services, including construction administration, and will remain contracted directly to the Kennedy Center for the duration of the project. Proposals will be evaluated using the source selection procedures contained in the Request for Proposal (RFP), and award will be based upon the Best Value to the Government. Price and technical factors are considered of equal importance. The technical Factors to be addressed are: Technical Qualifications, Previous experience on similar projects (including theater renovation and work in occupied buildings), Management Approach, Key Personnel, Past Performance, and Small Business and Apprenticeship Subcontracting effort. The North American Industry Classification System (NAICS) Code is 236220, Commercial Institutional Building Construction. The Size Standard is $33.5M (average annual receipts). The magnitude of the construction is greater than $10 Million. The estimated time for completion of the construction is 18 months. The estimated solicitation release date is 2/1/10. The estimated due date for proposals is 3/3/10. The entire solicitation will be available for viewing and downloading at fbo.gov. A pre-proposal site visit is anticipated on 2/10/10, the schedule will be provided in the solicitation.
