Description
The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for Design/Build project for the Supply, Processing & Distribution Building Addition, Veterans Affairs (VA) Medical Center, Brockton, Massachusetts to determine the interest, availability, and capability of Service-Disabled Veteran-Owned, 8(a), HUBZone and Small Business concerns as described below. The NAICS code for this procurement is 236220. The estimated construction cost is between $5,000,000 and $10,000,000. The project is planned to be issued/solicited in March 2010 and the performance duration (including the design and construction phases) is estimated to be twenty (20) months. The work involves the design and construction of a Supply, Processing & Distribution (SPD) building addition. The facility will be a new three-story addition approximately 21,000 square feet to house the new SPD area and administrative functions. The first and second floors will be finished for occupancy (Including ceiling, wall, floor finishes and casework as defined in the VA SPD Design Guide) and the third floor will remain as a shell (Includes exposed concrete and steel, unit heaters for the vacant space, fire suppression systems. The infrastructure systems will be sized for future load but this space will not be roughed) for future use. The addition will be adjacent to patient care areas and will be located in space created by the demolition of the three-story brick Building No. 21 (formally the Theatre Building). The demolition of Building No. 21, which includes asbestos containing materials and lead painted surfaces, is included in this project. The new SPD building addition will be designed in compliance with VA Space Planning Criteria, Chapter 285 Supply, Processing and Distribution (SPD), VA Design Guides and VA Standards. The design will ensure that the VA standards on cross contamination and physical separation of soiled, clean and sterile areas are maintained. Work will include site work and utilities, structural and envelope construction, energy efficient HVAC Systems, electrical (including emergency generator and emergency power distribution), plumbing, fire protection, security systems (including VA Physical Security Guidelines), and fixtures and equipment. All systems supporting this facility must be sized to take into account the possible use of the third floor as an educational or training facility in the future. The solicitation will contain a 35% conceptual design and the selected contractor will be required to take the design to completion and ultimately construct the building. Some Furniture, Fixtures & Equipment items are to be provided by the contractor and some are to be furnished by the VA for contractor installation. The design shall comply with the requirements of the Energy Policy Act of 2005. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.) as well as qualifications of the Design/Build team and experience in performing the work requirements stated above. Firms must submit past demonstrated experience to include two examples of Design/Build projects similar in scope and magnitude to this project that the proposed team has performed. Additionally, one example must indicate the firms experience working in an active hospital environment. Proof of bonding capability is required. Responses are due February 8, 2010. Firms interested shall provide the above documentation in one original form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
