Description
This is a sources sought announcement only. This synopsis is issued for the sole purpose of the 55th Contracting Squadron to conduct Market Research in accordance with FAR Part 10. This effort is to seek qualified sources capable of providing services for the following requirements: General Description Provide and install all equipment necessary to perform coagulation testing according to this statement of need. To include the following specs: • One Coagulation Analyzer with specifications listed below, and • All computer system peripherals including, but not limited to, the computer, monitor, printer, software, and cables. Test Requirements: Estimated Tests/yr. Prothrombin Time (PT) 900 Activated Partial Thromboplastin Time (PTT) 350 The Coagulation Instrument Must: • Possess fully integrated software. This software should include the ability to print Levy-Jennings graphs, access to all quality control points, and the ability to submit peer data on a monthly basis. • All software must be up-gradable and allow for transfer via disk drive or USB port. All up-grades will be made available for no additional cost during the life of the contract. • Utilize a Prothrombin Time reagent with an ISI value of 1.2. This is necessary to provide correlation and back-up for the Coumadin clinic. • Utilize a bar code reader for patient identification. • Utilize a bar code reader for reagent identification and tracking. • The company must allow for the sequestering of a year's worth of a single lot number of controls and reagent each year contract is in force. • Utilize touch sensitive LCD monitor for ease of operation. • Allow for programmable patient limits and panic values. • Have a reagent log on the system. • Be capable of multitasking giving the technician the ability to access or print data at any time. • The instrument must have on-board tracking of reagent and controls (on-board stability, levels and expiration). • Must be able to interface with the existing Laboratory Information System (LIS), Composite Healthcare System (CHCS). • Provide one Uninterruptible Power Supply unit with the instrument. • Must offer the ability to use bar coded specimens and host-query bidirectional or unidirectional interface between instrument and CHCS. • Provide documentation that the instrument and its reagents have necessary FDA approval. • Provide service for the instrument during normal business hours, excluding holidays and weekends for the duration of the contract. Technical support via telephone must be available for any reagent, software, and instrument problems between the hours of 8:00 AM and 4:00 PM CST. On-site service must be available within 24 hours of notification. Defective parts and software shall be replaced at no charge. • Provide preventative maintenance according to the manufacture stated requirements for the duration of the contract at no additional charge.. • If available, off-site training of one- (1) individual to include transportation, food, and lodging during the first year. Additional slots of (1) individual annually for the duration of the contract can be added. • Additional on-site training shall be provided as necessary and at no extra charge. • Perform correlation, precision, and normal range studies required during installation of system. • Bid must not only include the cost per patient test, but must also include the cost of quality control, and repeat testing. • Install analyzer in accordance with CAP requirements. Document performance, precision and accuracy to meet requirements of College of American Pathologists (CAP), Clinical Laboratory Improvement Act (CLIA) and Clinical Laboratory Improvement Program (CLIP). This requirement is being set-aside for small business concerns. The applicable NAICS code is 334516; the NAICS size standard is 500 employees. Government Responsibility: This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. This Sources Sought should not be contrued as a commitment by the Government for any purpose. Any information submitted by respondents to this sources sought is strictly voluntary and any offer submitted by such a firm will be evaluated without prejudice. The Government will not pay for any information that is submitted by respondents to this Sources Sought.
