Description
The Air Force is seeking sources for a potential 100 percent set-aside for certified 8(a) program participants, HUBZone or Service Disabled Veteran Owned Small Business (SDVOSB) concerns. This is a sources sought for planning purposes only. The purpose of this Sources Sought notice is to obtain information from potential eligible contractors for an Airfield Pavement and Basewide Marking Indefinite Delivery Indefinite Quantity (IDIQ) contract. IF ADEQUATE RESPONSES ARE NOT RECEIVED, THE ACQUISTION MAY BE SOLICIATED ON AN UNRESTRICTED BASIS. The Airfield Pavement and Basewide Marking IDIQ contract at Wright-Patterson AFB, OH, will be a firm-fixed price contract. NAICS Code 237310, Size Standard $33.5 Million. The period of performance is expected to be one (1) twelve (12) month base contract period, with two (2) twelve (12) month option periods. The estimated magnitude for the entire contract is between $500,000 and $1,000,000. Project Description: Aircraft and vehicular traffic cause pavement markings to crack, peel, and fade over time, resulting in the need for periodic maintenance (painting overlay or paint removal and repainting). Aircraft landings cause a build-up of tire rubber. In one year of normal airfield operations, the rubber build-up covers existing pavement markings causing a safety problem for landing aircraft. The rubber needs to be removed a minimum of once a year and the markings repainted. Heavy usage would require removal and repainting twice a year. Salt applications and snow removal on the airfield and roadways also cause deteriorated pavement markings; snow plows degrade and damage the reflective beads on the pavement markings. Satisfactory markings are required to enhance safety on both roads and airfield pavements. This project reapplies markings on both road and airfield pavements and removes marking as required. Prime contractors who are certified 8(a) program participants, HUBZone or SDVOSB and who intend to submit a bid for this solicitation MUST submit the following by 12:00 p.m. (Eastern Standard Time) on 27 JAN 2010. Responses should include the following: (1) a positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) a copy of 8(a) approval/certification; (3) date of HUBZone certification; (4) documentation of SDVOSB status; (5) listing of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact with their phone numbers, and an explanation of the relevancy of the project; (6) documentation from surety or their agent of your capability to be bonded for bid, performance and payment bonds for this project; (7) If you are a HUBZone considering a joint venture that has not been formalized, you will need to specify the firm(s) you intend to partner with and how you plan to officially form the joint venture. Firms interested should provide the above documentation by email (preferred) or fax. All of the above must be submitted in sufficient detail for a decision to be made on the availability of interested certified 8(a) program participants, HUBZone or SDVOSB concerns. Responses shall be limited to 10 pages. Please include your DUNS number and your CAGE code. Failure to submit all information requested would result in a contractor being considered "non-responsive" in this requirement. A decision on whether this will be pursued as a set-aside or an unrestricted basis will be posted as a modification in PIXS and Federal Business Opportunities.
