- Description
- The U.S. Coast Guard Surface Forces Logistic Center (SFLC) has a requirement to purchase crane services for docking and undocking of several 110’s at the CG Yard. This is a Notice of Intent to award a Sole Source Purchase order to Mclean Contracting Company. This synopsis is issued pursuant to the authority of FAR 6.302-1 and HSAM 3006-302. A determination was made by the Government to award the service to Mclean Contracting Company with justification using other than full and open competition. The statutory authority permitting other than full and open competition is 10 USC 2304©(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 (a)(2)(iii), “Only One Responsible Source and No other Supplies or Services Will satisfy Agency Requirements”. This notice is not a request for competitive proposals. Determinations not to compete this proposed procurement were made because they have the only crane barge large enough to lift a 110’ vessel. There is not enough space at the CG Yard to use a large land crane. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responders are solely responsible for all expenses associated with responding. Submit your company’s relevant past experience, qualifications and capability statement to meet the requirements listed below to the purchasing agent. The following is an itemized service list that the government intends to acquire: 1) Crane Services for the CGC ORCAS (UP TO TWO DAYS OF SERVICE). Crane Service to un-dock the CGC Orcas to take place on or about Wednesday 2/10/10. Crane service will be required again on or about Friday 2/12/10 to re-dock the CGC Orcas. 2) Crane Services for the CGC KEY LARGO (ONE DAY OF SERVICE). Crane Service to dock the CGC Key Largo on or about Thursday 2/11/10. 3) Crane Services for the CGC CUSHING (ONE DAY OF SERVICE). Crane Service for the un-docking of the CGC Cushing to take place on or about Friday 2/12/10. Information/Inquiries received after the established deadline shall NOT be considered for this acquisition. The submission of this data shall NOT impede award of this contract. Questions should be directed to Carolyn Ward in writing via email: Carolyn.ward@uscg.mil; or via fax at (410) 762-6008.
