- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. The Naval Undersea Warfare Center Division, Newport intends to award on a sole source basis a Firm Fixed Price type contract to DRS Sonar Systems for the repair of a broken acoustic stave arm on the SPARTAN ACTD FLASH Sonar Transducer Assembly (TA). Once repaired the contractor shall conduct a bench test of the Transducer Assembly verifying it is in working order. Under the Army contract DAAB07-03-D-B008, DRS Sonar Systems, LLC formed a joint venture with THALES (the original developer of the FLASH based SPARTAN ASW Dipping Sonar System) to update the SPARTAN ASW Dipping Sonar System with the ALFS Dipping Sonar and then integrate it into the LCS ASW Mission Package. To complete the integration with the LCS ASW Mission Package the Transducer Assembly must be repaired prior to the start of in-water engineering testing planned for May 2010. THALES (the developer of the FLASH dipping sonar) is the only known vender that can repair the FLASH Transducer Assembly and a sole source award is being requested for DRS joint venture to support these efforts in order to meet the ASW Mission Package test schedule. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.Additional details will be provided upon issue of RFQ N66604-010-Q-1321, which, in accordance with FAR 5.203(a) & (h), is anticipated to be on or about 01/25/2010.
