- The Naval Air Warfare Center Weapons Division (NAWCWD) China Lake, CA intends to procure one (1) each High Speed Digital Video System on a full and open competition basis on a firm fixed price (FFP) contract. This acquisition is for a commercial item and will be conducted using FAR Part 12 and 13.5 test program for certain commercial items. Minimum specification are as follows: The high speed digital video shall: Be capable of recording from 60 to 750,000 frames per second, including operation at the following minimum resolutions and speeds: Full resolution (1,024 x 800 pixels) recording to 7,500 frames per second. 512 x 512 pixels recording at 25,000 frames per second. 256 x 256 pixels recording at 80,000 frames per second.128 x 128 pixels recording at 200,000 frames per second.128 x 16 pixels recording at 775,000 frames per second. Provide live video output during recording and NTCS. Image file formats to include: jpeg, avi, tiff, bmp, and raw. Utilize all of the following triggering methods: switch closure, open collector, ttl, automatic and variable pre- and post-trigger frame capture. Provide a pickle switch for manual triggering. Utilize Firewire (IEEE 1394) and Gigabit Ethernet connectivity. Utilize at least the following recording Modes: Start, End, Center. Provide real-time ability to mark specific events within image sequence. Utilize a C-mount for the lens mount. Utilize 10 bit monochrome and 30-bit color CMOS sensors. Utilize expanded memory to produce a recording time of 5 seconds at a resolution of 1024 x 1000 at 7,500 fps. Software: software will provide control of the camera from a laptop computer, including camera settings, image acquisition, cine playback, and image processing. Software is compatible with Windows XP operating system and can indicate frame rate, shutter speed, trigger mode, date, time, playback/record, frame count, and resolution in the data display. Memory can be divided into multiple sessions with a minimum of 32 gigabytes (GB) of DRAM. Provide dual speed recording to allow for recording speed changes during recording. Provide a variable global electronic shutter to 500 nanoseconds. Provide extended dynamic range/extreme dynamic range to prevent overexposure. Be warranted with a service contract minimum of one year. Delivery time: 60 days or less. Specifications and Capabilities for Associated Lens and Laptop Controller Lens: approximately 3X zoom lens covering wide angle to telephoto, compatible with the sensor size, equivalent to a Sigma 24-70 mm EX DG Macro f/2.8. Laptop Controller: Compatible with camera and configured with software (described above) to control the camera. Equivalent to a Dell Precision M4300 equipped minimally as follows. Processor: Intel Core 2 Duo T7250 (2.0 GHz, 2 MB L2 cache, 800 MHz front side bus). Operating system: Windows XP Professional (compatible with camera software). Graphics card: NVIDIA Quadro FX 360M, 512 MB Turbo Cache memory. Screen: 15.4 inch wide screen WSXGA LCD panel. Memory: 4.0 GB, DDR2-667 MHz SDRAM Hard drive: 120 GB, 7200 RPM. DVD drive: 8X DVD+/-RW.Specific information to include detailed specifications shall be included in Solicitation N68936-10-T-0036 to be issued and posted on the Navy Electronic Commerce Online website at http://www.neco.navy.mil and the FEDBIZOPPS website at http://www.fbo.gov/ on or about 27 January 2010 to close 25 days after the Request for Quote issue date. Delivery requirements shall be F.O.B. Destination China Lake, CA. Award is scheduled to occur by 15 April 2010. All responsible sources may submit a written quotation which shall be considered by the agency. All responses shall be submitted in writing to the Naval Air Warfare Center Weapons Division, Code 210000D, Attn: K. Ferguson, 429 E. Bowen Road Mail Stop 4015, China Lake, CA 93555-6108.
