- Design and construction of a large standard design, 338-child, Child Development Center (CDC) for children ages 6 weeks to 5 years to include infant/pre-toddler, pre-school/pre-kindergarten/kindergarten, active play, and outreach/transition care rooms, entry/reception and waiting area, offices, staff lounges, training room, isolation room, kitchen, laundry, indoor and outdoor storage, fire protection and alarm and building information systems. The scope also includes outdoor activity area with playground equipment with supporting facilities such as electric service, water, wastewater lines, parking, access road, sidewalks, curbs and gutters, storm drainage, exterior lightning, site improvements, information systems, video surveillance/security systems, EMCS connection, access for individuals with disabilities, a self-contained heating unit, laminated glazing in reinforced frames, reinforced exterior doors, barriers, and visual screening for anti-terrorism/force protection measures, sustainable Design and Development (SDD) and Energy Policy Act of 2005 (Epact05) features, comprehensive interior design services and air conditioning. The design and build shall complement and support programmatic objectives and provide a safe, secure, and age appropriate indoor and outdoor activity spaces which must meet Federal Law, Army Regulations, and Guidelines in accordance with the RFP. The facility shall provide staff visual control of the entire building to aid them in facilitating programming, supervising the children, and supervising activities. The facility shall be child friendly, designed to manage risk to the children, be easily adaptable for the staff, and relatively maintenance free.
