Description

Background: This procurement is for software support, upgrades, and license renewal of PTC CoCreate software at the NIST center for Neutron Research (NCNR). The NCNR is responsible for the design, construction, and operation of the current instruments as well as new instruments. Their development plays a key role in the success of the neutron facility. Designing new instruments and upgrading existing instruments has been a major task undertaken by the staff of the NCNR using a network of PC based computer aided design (CAD) workstations running CoCreate Modeling and Annotation software. The NCNR has generated a substantial number of instrument and facility computer models and drawings that form the basis for new or upgraded instrument designs. The CoCreate software package is the only software package that offers acceptable upward and downward compatibility with existing and future instrument designs. For this reason, NIST must renew the maintenance on the existing CoCreate licenses rather than purchase new licenses to a different software. Synopsis: The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Center for Neutron Research (NCNR), intends to negotiate with the Parametric Technology Corporation.; Needham, MA, on a sole source basis under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source, to renew the support/maintenance on the existing CoCreate software licenses at NIST NCNR. This procurement will serve to renew the maintenance for the period of February 1, 2010 through January 31, 2011. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
