Description
The International Trade Administration, United States and Foreign Commercial Service (US&FCS) is requesting a sole source award to retain the services of Personnel Effects, LLC to provide technical assistance for the development and implementation of the 2010 US&FCS Foreign Service Officer Assessment. The US&FCS requires a contractor who can facilitate, manage and ensure quality assurance of the Assessment Center and respond and resolve all Assessment issues as they arise including potential class actions. This posting is a notice of intent to award this requirement under a sole source award to Personnel Effects, LLC to provide these services under the Statutory Authority 41 USC 253(c)(2) - Unusual and Compelling Urgency. The services provided by this organization are critical in order for the US&FCS to meet the human capital objective of recruiting and selecting Foreign Service Officers. Personnel Effects, LLC (PE) is uniquely qualified to manage the Assessment process as they have extensive experience coordinating schedules and logistical arrangements, updating assessment materials, validating assessment diagnostics, training assessors, and providing on-site assistance during the assessment. It is contention of the Government that PE provides the best value to the United States Government for this requirement. This notice of intent is not to request for competitive proposals. However, firms that believe they can provide the same level of services that fully meets the government's requirements may submit substantiating documentation in writing to the identifed primary point of contact by 10:00 a.m. EST, February 3, 2010. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government.
