- Solicitation DD 254 Security Classification for HSSS01-10-R-0022 The Government intends to award a competitive commercial firm fixed priced type contract for the purchase of two (2) 2010 Model 2500 Chevrolet Suburbans, to include retrofit and installation of customized engine supercharger kit and various upgrades and modifications in accordance with government provided specifications. Delivery will be to the Washington, DC area. Contract award is intended to be made by 22 February 2010. Award will be made on based on best value to the government. The resulting contract will last for 4 months from time of award. The solicitation is unrestricted. The North American Industry Classification System (NAICS) is 336312. This subject solicitation will be in two phases. In phase I of this solicitation, all interested offerors shall be required to submit a DD254 showing that they are capable of meeting the requirement for a Secret clearance and are capable of performing this requirement before being provided the statement of work. All offerors that meet the clearance requirement and provide an acceptable capability statement will be allowed to proceed in soliciting a proposal. Contractor must submit their Technical Capability Statements by 04 February 2010, 1400 EST. If the contractor passes Phase I, the offeror then shall be offered the statement of work and solicitation in which they shall submit technical, past performance, and price information for Phase II. Offerors will notified of Phase I results approximately by 16 February 2009. The evaluation factors and sub-factors for this award are : PHASE I: Factor 1: Technical Factor: All offerors shall pass Phase I in order to proceed to Phase II: •a. Capability Statement: The offeror shall provide a capability statement based on the objective stated. The capability statement shall not exceed 10 typed pages. The offerors that provide documentation showing that they are capable of delivering this requirement will proceed to Phase II. In addition, the contractor shall possess Secret Clearances for personnel and facilities. Experience with law enforcement agencies is highly preferred. •b. Secret Clearances: The offeror shall submit the DD254 in order for the Government to verify that the contractor has Secret Clearances for personnel and its facility. If the offeror does not pass the validations for a clearance, the offeror will be excluded from the competition. PHASE II: All offerors that met the factors in Phase I will proceed to Phase II: Factor 1: Technical Factor: The following sub-factors are of equal importance: •A. Design: The offeror shall provide their design and specifications in accordance with the statement of work. Offerors will be evaluated on the quality of the product that will be provided and in meeting or exceeding the specifications. A higher rating will be given to higher quality designs. •B. Key Personnel: The offeror shall provide resumes for all key personnel. All Key personnel are required to have a Secret Clearance. Key Personnel anticipated are production manager, designer, CEO, and key assembly personnel. Resumes will be evaluated based on work experience with producing and delivering transparent armor. A higher rating will be given to offerors that have more experience in the field of producing transparent armor and working with law enforcement agencies. Potential offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available by downloading the documents at the Federal Business Opportunities Website at http://www.fbo.gov. This office will not issue hard copy solicitations. By submitting a proposal, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency.
