- This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding availability and capability from qualified small business organizations to provide the services stated herein. Based on capability statements received in response to this Sources Sought Announcement this acquisition may be solicited as a 100% small business set-aside. All small business organizations (SB, SDB, WOSB, HUBZone, VOSB, and SDVOSB) are encouraged to respond to this notice. Background. The National Institute of General Medical Sciences (NIGMS) last conducted a formal and very successful strategic planning process in 2007-2008, resulting in a strategic plan for 2008-2012. Although that plan added addressed research training and career development, the Institute recognizes that additional efforts are needed to articulate a clear, multi-year approach and strategy to ensure that future NIGMS-supported training best reflect the scientific and workforce needs and contributes to the development of a strong and diverse biomedical research workforce. It is therefore imperative that NIGMS undergo a formal planning process at this time. Purpose and Objectives of Strategic Planning Project. NIGMS will develop a long-term research training and career development strategic plan to provide focus, guidance, and direction for its programs. The process is directed by a steering committee of senior NIGMS staff, chaired by the Director of the Division of Genetics and Development Biology, and operates in close consultation with the NIGMS Director, who personally conceived and initiated the overall effort, and has stated that its completion is an NIGMS priority. Of principal importance is the development of a plan that sustains the leadership of the Institute in support of biomedical research training and career development to assure a well-trained biomedical workforce that will enable the U.S. to maintain its pre-eminence both in academia and in biomedically related industries. It is anticipated that input in various forms from the broad community of stakeholders – academic and industry investigators, graduate students, postdoctoral trainees, leadership from across NIH, the NIGMS Advisory Council, and others will contribute significantly to the development of this strategic plan. Project Requirements. Qualified sources will be required to assume responsibility for the following on-and off-site tasks in support of the NIGMS research training and career development strategic planning process: 1) Background review of all NIGMS training programs, initiatives, and related information; 2) Review of relevant reports and analyses of training approaches, trends, and workforce needs; 3) Development of recommendations on overall process design, timing, key components, and emphasis; 4) Assistance with the development of a survey, to be posted by NIGMS on the Institute’s Web site, designed to elicit broad public input from its stakeholder community; 5) Guidance in organizing several stakeholder meetings in different geographical locations in the U.S. to obtain input on desired outcomes of NIGMS-sponsored research training and career development programs; 6) Development of draft agendas for all strategic planning-related meetings; 7) On-site facilitation/moderation of key meetings and/or work sessions; 8) Development of other key documents to support the process, including outlines, discussion papers, and process recommendations; 9) Attendance and participation at all meetings of the strategic plan committee and other meetings where key planning issues or topics are addressed; 10) Assistance in interpreting input from key constituencies in order to develop NIGMS priorities; 11) Providing advice and counsel to the strategic plan committee, its chair, and the NIGMS Director on all matters related to the development of the strategic plan. Anticipated Period of Performance will cover 14 months. Any business or organization that believes it has the capability to fulfill this requirement should submit a brief narrative response indicating previous experience and capabilities related to the described work. Capability Statements should described (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; (e) examples of prior completed Government contracts, references, and other related information and (f) any other resources available to support this project.
