SPECIFICATIONS FOR TRIPLE QUADRUPOLE LC/MS/MS SYSTEM Award for Triple Quadrupole LC/MS/MS System All pricing to include any and all costs but not limited to: overhead, general and administrative costs, profit, licensing/certification and transportation. The U.S. Department of Agriculture, Animal Plant Health Inspection Services, Agricultural Marketing Services Facility in Gastonia, NC intends to award a purchase order to Agilent Technologies. for a Triple Quadrupole LC/MS/MS System on GSA Contract # GS-26F-5944A. Total dollar amount of award will be $239,571.01. The reason for award to Agilent solely for this procurement is the special discounts on this quotation which reflect the trade-in allowance on a G1956B mass spectrometer valued at $94,500.00. In accordance with FAR8.404(a)(1), FAR parts 13 and 19 do not apply to orders placed against Federal Supply Schedules. Orders placed against a Multiple Award Schedule (MAS) using the procedures in the subpart, are considered to be issued using full and open competition (see 6.102(d)(3). Most of the pricing before discounts were found to be approximately the same as what would be paid for similar products found on GSA. GSA has already determined the prices of items under schedule contracts to be fair and reasonable. By placing an order against a schedule using the procedures in this section, the ordering office has concluded that the order represents the best value and results in the lowest overall cost alternative (considering price, special features such as trade ins, administrative costs, etc., to meet the Government's needs.
