- Synopsis: REQUEST FOR INFORMATION (RFI) Air Force Global Cyberspace Integration Center (GCIC), Langley Air Force Base (AFB), Virginia 1.0 Description 1.1 The Air Force Global Cyberspace Integration Center Concepts and Technology Directorate (GCIC/CT) is seeking information on technology initiatives that may be applied to the continuity of mission capability in the event of an interruption or degradation of space-based Global Positioning System (GPS) and communications satellite services. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Air Force is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. 2.0 Background The Government is investigating the availability of innovative technology which will be able to aid in replicating capability or transferring services from the space layer to the aerial layer during an interruption or degradation of space-based services. Of specific interest is technology which could aid in restoring precision Positioning, Navigation and Timing (PNT) capability (such as that provided by uncontested GPS services), as well as rerouting or mitigating the loss of space-based communications to on-going operations during an interruption or degradation. 3.0 Requested Information The primary intent of this RFI is to explore mature innovative technologies and concepts for shifting and sustaining services from space when confronted with degradation or disruption of space services that assure command and control (C2) and mission capability and effectiveness. The technology sought is expected to be part of a system that will consist of any necessary sensor devices, communications and processing hardware/software. The technology is expected to utilize a modular open standards approach. Submissions should address the information transportation mechanism (e.g. waveforms and radios) useful in this environment, connectivity of different waveforms and, of special interests, the ability to manage and secure the network and information to ensure mission capability and success. 3.1 Focus areas include but are not limited to the examples listed below: 3.1.1 Technology which could build upon or replace proven cross-domain networking technologies that will facilitate dynamic network service prioritization and optimization to allow operators to effectively plan, coordinate, allocate, deploy and monitor an integrated set of terrestrial, airborne and space communication layer services. 3.1.2 Potential workarounds in a planning or dynamic scenario to maintain communications. 3.1.3 Technology capable of providing PNT data, such as GPS ephemeris and User Ranging Error data via Link 16 for degraded GPS scenarios. 3.1.4 Augmentation of the GPS-derived navigation solution through a communication link to enhance the precision and robustness of the positioning information. 3.1.5 Network-based navigation to supplement GPS or provide PNT data in an environment where GPS is not available. 3.1.6 Initiatives which integrate multi-sensor user equipment as a complementary means of providing PNT to the Warfighter. 3.1.7 Situational awareness capabilities which improve the understanding, trade-offs, and reconfiguration options of work around scenarios or capabilities. 4.0 Responses 4.1 Interested parties are requested to respond to this RFI with a white paper. 4.2 White papers in Microsoft Word for Office format (version 2000 or newer), 8.5 X 11 inch pages, formatted in two sections described below are due no later than 15 February 2010. Responses should be submitted via e-mail only and to all of the following: Captain Wesley Butts at Wesley.Butts@langley.af.mil, Mr. Robert Byzewski at Robert.Byzewski.ctr@langley.af.mil and Mr. William Lipe at William.Lipe@rl.af.mil. 4.3 Section 1 of the white paper shall provide administrative information, and shall include the following as a minimum: 4.3.1 A cover page identifying the company or organization, street address, and the names and telephone numbers of the point of contact. In the case of partnerships, please provide the appropriate information for the lead POC. Also provide a short summary statement of the company's or party's experience/capabilities and a short summary of the organization's experience in the areas described above. 4.3.2 The number of pages in Section 1 shall not be included in the 10-page limitation. 4.3.3 Section 2 of the white paper shall respond to the issues addressed in Section 3 of this RFI and are limited to ten (10) pages, minimum 11pt font, and five (5) MB in size. 4.4 The submitted documentation and content thereof becomes the property of the U.S. Government and will not be returned. No solicitation documents exist at this time. This is NOT an Invitation for Bid (IFB) or a Request for Proposal (RFP). The Government does not intend to award a contract on the basis of this request. This is a request for information announcement for planning purposes only. The Government will not reimburse costs associated with the documentation submitted under this request. Responders are solely responsible for all expenses associated with responding to this inquiry. Although proposal terminology may be used in this inquiry, your response will be treated as information only and will not be used as a proposal. This announcement is not to be construed as a formal solicitation. It does not commit the Government to reply to information received, or to later publish a solicitation, or to award a contract based on this information. 4.5 This notice is part of Government market research. Information received as a result of this request will be considered as sensitive and will be protected as such. Any company or industry proprietary information contained in responses should be clearly marked as such, by paragraph, such that publicly releasable and proprietary information are clearly distinguished. Any proprietary information received in response to this request will be properly protected from unauthorized disclosure. The Government will not use proprietary information submitted from any one source to establish the capability and requirements for any future acquisition, so as to inadvertently restrict competition. 5.0 Industry Discussions GCIC representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements. 6.0 Questions Questions regarding this announcement shall be submitted in writing by e-mail to Robert Byzewski, Robert.byzewski.ctr@langley.af.mil. Verbal questions will NOT be accepted, accordingly, questions shall NOT contain proprietary or classified information. The Government does not guarantee that questions received after 10 February 2010 will be answered. 7.0 Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. It is intended to identify sources that can assist in providing alternatives for securing PNT data and mission critical communication services currently provided from space to aircraft and maneuver units during an interruption or degradation of GPS and/or communications satellites capability. The information provided in the RFI is subject to change and is not binding on the Government. The Air Force has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
