Description
The Naval Air Warfare Center Aircraft Division Lakehurst, New Jersey intends to enter into a sole-source contract with Indal Technologies Incorporated for the following hardware in support of the Aircraft landing and Recovery Equipment (ALRE) as follows: A/A 42 U-1(V)-5 Recovery Assist Securing and Traversing (RAST). The RAST system is a shipboard installed system designed to assist LAMPS MK III Helicopter (SH-60B) to land on the deck of the ship, rapidly securing it to the deck, and move it safely and quickly to and from the ship’s hangar. The A/W 42U-1(V)-5 identifies the particular configuration necessary for the DDG-51 class ships. Indal Technology Incorporated is the sole designer, developer and manufacturer of the RAST system. The Government does not own sufficient data, specifications or drawings to permit full and open competition. The Government does not have complete drawings for all of the system components and does not have the data rights to the technical drawings. As such, the Government owned drawings are not adequate for manufacturing of all the RAST components in a full and open competitive environment. The drawings are Export Controlled; therefore any requests for the existing drawing package must contain a certified copy of the DD From 2345, Military Critical Technical data Agreement. To obtain certification, contact Defense Logistics information Service at (800) 352-3572 or www.dlis.dla.mil/jcp/documents.aspx. The certified DD 2345 shall be sent to Sesky A. Paul at Facsimile 732-323-7192 or E-mail at sesky.paul@navy.mil to obtain applicable specifications. Companies that seek to provide an offer on production of the RAST system must demonstrate that they possess the knowledge, experience and technical data required to fulfill the requirements within the required delivery period. The delivery schedule for the contract is estimated as quantity of one (1) each 2010, and two (2) each 2011. All responsible sources are encouraged to submit a proposal that may be used by the Government in determining whether or not to conduct a competitive procurement. Responses should reference N68335-10-R-0100. A determination by the Government to not open the requirement to competition based upon responses received to this notice is solely at the discretion of the Government. No solicitation package is available.
