Description
NOTICE OF INTENT TO AWARD 2010-TC435 The 37th Contracting Squadron intends to issue a sole source firm fixed priced purchase order to National Marrow Donor Program (NMDP), 3001 Broadway St. STE 100, Minneapolis, MN 55413, for the purchase of Urgent Bone Marrow Research. NMDP is the only vendor that can provide the Research in the time frame required by Wilford Hall Medical Center. Thist must be purchased from the the National Marrow Donor Program. This Research is to include the following: ACTIVITY QTY UNIT Formal Donor Search Fee 1 ea Formal Donor Search Fee (Non Network) 1 ea Double Cord Blood Search Activity(Testing, Infectious Disease) 1 ea Confirmatory HLA Typing,- urgent priority -High resolution HLA DQB1, DPB1, A,B,C, and HLA typing deemed necessary and Infectious Disease Testing Double Cord Blood Units, Procurement and Shipping Fee Cord Blood Cancellation Fee The justification for this sole source procurement is that the NMBP has provided the same service in the past for other WHMC Bone Marrow Transplant Patients. The National Marrow Donor Program is an IRS designated 501(C) (3) not for profit trade association that employs one registered lobbyist and contracts with multiple lobby firms as well. The program offers Welford Hall Medical Center access to donor and cord blood registries and banks throughout the world. They can assess more than 10 million potential donor's world wide; they are the largest registry for cord blood in the United States with a 95 success rate. The statutory authority permitting other-than-full-and-open competition is 41 U.S.C., 253(c) (1): FAR 6.302-1. Only one responsible source and no other services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals. A determination by the Government not to compete this proposed contract will be based on responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for informational purposes. This procurement is not set-aside for small business and the intent of this procurement is to award based on Sole Source requirement. The proposed contract action is for commercial items which the Government intends to solicit and negotiate with only one source under authority of FAR subpart 27.4. The anticipated award date is 27 Dec 2010. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38 and DFARS Change Notice 20091229, Standard Industrial Code 3826, North American Industry Classification System Code 621999 and Size Standard of 9.0 mil apply to this procurement. The Government intends to evaluate and award without discussions on this procurement. The intent of this procurement is to award based on sole source requirement. Quotes are not being requested and written solicitation will not be used.
