Description
Synopsis Proposals from all business concerns will be accepted for the Foothills Parkway Design-Build (D-B) Project PRA-FOOT 8E14, 8E16, 8E18, 8E19, 8E20, and 8E22, Solicitation Number DTFH71-10-R-00006, located in Blount County, Tennessee, northeast of the city of Townsend near the Great Smoky Mountains National Park (GRSM). This D-B project consists of the design and construction of new roads and five new bridges. The construction work will include clearing, erosion and sediment control measures, site stabilization and revegetation, roadway excavation and embankment, aggregate base, hot asphalt concrete pavement (HACP), retaining walls, soil nailing, drainage improvements, stone masonry, and other miscellaneous work. The proposed project limits are within existing National Park Service (NPS) right-of-way. The roadway work will include full-depth pavement structure design but will not include placement of the final surface course. The pavement structure constructed under this D-B contract must be capable of supporting future construction traffic. The design/construction of the asphalt base course may include a chip seal. Roadway sections are to be designed for the future installation of permanent traffic control and guardrail; however there is no permanent traffic control or guardrail to be constructed under this D-B contract. Bridge approaches will be constructed to final profile and may include both cut and fill retaining walls. All new retaining walls, bridges, piers, abutments, etc., will be required to continue the aesthetic look of other similar structures along the Foothills Parkway. The project will be split into multiple work schedules/bid options, with the cost of the entire D-B contract expected to exceed $20,000,000. This project will be partially funded through the American Recovery & Reinvestment Act of 2009. Contract Award is subject to the availability of funding (SAF). In accordance with Public Law 104-106 (41 U.S.C. 253m), the Eastern Federal Lands Highway Division (EFLHD) of the Federal Highway Administration is conducting a "two phased" D-B selection process for the National Park Service. Solicitation documents for Phase One, Request for Qualifications (RFQ), should be issued in February 2010. Qualifications will be due as specified on the SF 1442 to the EFLHD office in Sterling, Virginia. A selection committee will review and evaluate contractor qualifications and select at least three of the most highly qualified D-B firms/teams based on the established RFQ evaluation criteria to participate in Phase Two of this D-B selection process. During Phase Two, those firms/teams short-listed will be sent a Request for Proposal (RFP), which will outline the remainder of the process requirements. Register to receive Email Notification to automatically be notified when a document is added or updated for a specific project. Annual Representations and Certifications FAR 52.204-8 (Jan 2009). The Representations and Certifications must be filled-in online at http://orca.bpn.gov/. The required Annual Form Vets-100 must also be filled-in online at https://vets100.vets.dol.gov/ per FAR 52.222-37. ATTENTION Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs): The Department of Transportation (DOT) offers working capital financing assistance for transportation related contracts. The DOT's Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $750,000 with interest at the prime rate. IMPORTANT PAYMENT REQUIREMENT In accordance with Federal Acquisition Regulation (FAR) Subpart part 4.1102, prospective contractors shall be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Also FAR clause 52.232-33 requires CCR registration for payment. CCR registration is available on line at the following Internet web address: www.ccr.gov. IMPORTANT SUBCONTRACTING PLANS REQUIREMENT Required from all "other than Small business" when requirement is expected to exceed $550,000 ($1,000,000 for construction) [FAR 19.702]. Contracting Officer, Contracting Officer Technical Representative, and Small Business Specialist are responsible for approving a reasonable and realistic plan [FAR 19.705-4] [TAM 1219.201(e)(6)]. Legislated subcontracting goals [15 USC 644(g)(1)]: 23% - Small Businesses (SB), 5% - Small Disadvantaged Businesses (SDB), 5% - Small Women-Owned Business Entities (SWBE), 3% - HUBzones, 3% - Service-Disabled Veteran-Owned Small Businesses (SDVOSB). A copy of each subcontracting plan (or contractor statement that no subcontracts are to be awarded) must be provided to Office of Small Disadvantaged Business Utilization prior to close of negotiations (or notice to proceed with IFB) [TAM 1219.705-5 and -6] Project Specific Information: FOOT 8E14: This is to design and construct the Foothills Parkway between existing Bridge 8 and proposed Bridge 7 from Station 821+50 to 836+07 (approximately 1,450 linear feet). The work will include the construction of a parking area in the vicinity of Station 827+00 (Caylor Gap) with a capacity of 20 +/- vehicles, including oversized vehicles. The majority of this section of the roadway will require the construction of retaining walls and the use of cut and fill. The design of this section of roadway is substantially complete and all permits have been obtained for the proposed work. FOOT 8E16: (Foothills Parkway Bridge 7): This is to design and construct the Foothills Parkway from Station 812+65 to 821+50 and Foothills Parkway Bridge 7, a proposed 197 foot long, three span AASHTO girder bridge. The roadway portion of this section of roadway will require the construction of retaining walls and the use of cut and fill. No permits have been obtained for this section of the project and the design of the roadway is 90% complete. FOOT 8E18: (Foothills Parkway Bridge 6): This is to design and construct the Foothills Parkway from Station 809+50 to 813+00 and Foothills Parkway Bridge 6, a proposed 177 foot long, three span AASHTO girder bridge. The roadway portion of this section of roadway will require the construction of retaining walls and the use of cut and fill. No permits have been obtained for this section of the project and the design of the roadway is 30% complete. FOOT 8E22: (Foothills Parkway Bridge 5): This is to design and construct the Foothills Parkway from Station 803+00 to 809+50 and Foothills Parkway Bridge 5, a proposed 276 foot long, four span AASHTO girder bridge. The roadway portion of this section of roadway will require the construction of retaining walls. No permits have been obtained for this section of the project and the design of the roadway is 30% complete. FOOT 8E20 - PMIS 51298 (Foothills Parkway Bridge 4): This is to design and construct the Foothills Parkway from Station 792+50 through 803+00 and Foothills Parkway Bridge 4, a proposed 300 +/- foot long, post-tensioned box beam or four span AASHTO girder bridge. The roadway portion of this section of roadway will require the construction of retaining walls and the use of cut and fill. No permits have been obtained for this section of the project and the design of the roadway is pending 30% completion. FOOT 8E19: (Foothills Parkway Bridge 3): This is to design and construct the Foothills Parkway from Station 788+80 to 792+50 and Foothills Parkway Bridge 3, a proposed 180 +/- foot long, three span AASHTO girder bridge. The roadway portion of this section of roadway will require the construction of retaining walls and the use of cut and fill. No permits have been obtained for this section of the project and the design of the roadway is pending 30% completion.
