Description
Repairs, Maintenance, Testing and Support for AN/PLQ-8 (TLOS); Target Locator and Observation System (END ITEM) FOR MORE INFORMATION CONTACT:POC TECHNICAL, SCOTT BRINLEY (732) 427-5988 POC LOGISTICS, MARY GRASDORF (732) 532-3969. This is a market survey to locate a source for repairing and testing of the Target Locator and Observation System (TLOS). NSN 5855-01-440-9880. CECOM is looking for a manufacturer to fulfill a 3 year Cost Plus Fixed Fee (CPFF) type contract to be awarded at or around March of FY 2011. A minimum of 18 operational end items are to be repaired per year. TLOS:-(Description for information only); The TLOS, shown in Figure 1, is a passive (visual) and active (laser) target location and observation system. In the passive mode, it is capable of locating targets using a filtered and gated day/night I2 sight. In the active (laser) mode, it is capable of locating optical devices by using a 4X / 12X magnification I2 day/night sight equipped with a Class III illumination laser. The TLOS enables the search of special mission or high priority target areas. The TLOS can be used to aim the rifle with or without the illumination laser. The TLOS Illuminator can also be used in the momentary, quick flash mode to signal soldiers or pilots (using night vision goggles) and/or illuminate night landing zones for aircraft. Used in the passive search mode without the illumination laser, the TLOS can scan potential target areas to detect or observe enemy positions. Field magnification is selectable to either 4X WFOV or 12X NFOV. Used in the active search mode with the illumination laser, the TLOS can scan potential target areas in the 12X NFOV to detect enemy optical threats through the illumination laser optical augmentation return. The TLOS illuminator uses a laser beam to illuminate the selected target area. The illumination laser is invisible to the eye, but visible with night vision The illuminator can provide field illumination either in quick flashes to prevent detection, or in a continuous beam. The illuminator control collar allows the operator to select beam size anywhere from a narrow beam (collar full forward) to a wide beam (collar full back). The maximum effective detection range of the TLOS, with illumination laser in narrow beam and sight in narrow field of view, is 2 km in daylight and 3 km at night. This is not a request for proposals. Interested contractors must submit detailed information on past performance history to show that the vendor has proven experience in TLOS repair. All interested parties must have the capability to fully calibrate and test the TLOS system laser and optics modules. Government Inspection and acceptance will be at the contractor's facilitie(s) and all repairs will be according to OEM's proprietary drawing number: 8209300. Personnel performing the repairs on this equipment must possess a secret security clearance. The facility and environment must also be secure. Special Test Equipment (Government Furnished Equipment (GFE)) and Government Furnished Material (GFM) for TLOS repair and testing must be in the possession of the contractor. The Government will not furnish contractors with said GFE/M. Closing date for responses is 14 days after the publication of this announcement.
