Description
NASA/GSFC plans to issue a Request for Proposal (RFP)for the design, analysis,acquisition, installation, testing, and acceptance of an autopilot and avionics upgrade.NASA Goddard Space Flight Centers Wallops Flight Facility (WFF) operates a P-3B Orion(BUNO 152735) aircraft designated as N426NA. The aircraft has been extensively modifiedto meet the needs of the NASA Airborne Science Program community. This upgrade packageshall integrate with existing avionics and radar systems and include the following: Digital autopilot and flight director system Flight management computer system Digital pilot displays Digital center map display Digital engine instrumentation displays TCAS - Traffic /Alert and Collision Avoidance System TAWS - Terrain Awareness and Warning SystemThe Government does not intend to acquire a commercial item using FAR Part 12.See Note26.The NAICS Code and Size Standard are 334511 and 750, respectively. Offerors shall make one mandatory site visit to inspect the aircraft prior to submittinga proposal. All responsible sources attending the site visit may submit an offer whichshall be considered by the agency.The anticipated release date of the RFP is on or about February 12, 2010 with ananticipated offer due date of on or about February 26, 2010.An ombudsman has been appointed -- See NASA Specific Note "B".The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World Wide Web (WWW) server, which may beaccessed using a WWW browser application. The Internet site, or URL, for the NASA/GSFCBusiness Opportunities home page ishttp://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=51 Prospective offerors shall notify this office of their intent to submit an offer. It isthe offeror's responsibility to monitor the Internet site for the release of thesolicitation and amendments (if any). Potential offerors will be responsible fordownloading their own copy of the solicitation and amendments (if any). Any referencednotes may be viewed at the following URLs linked below.
