- Draft PWS This is a SOURCES SOUGHT NOTICE (not a pre-solicitation notice pursuant to FAR Part 5) to determine the capability of potential sources and the availability of commercial sources pursuant to FAR Part 10. This notice is issued by the U. S. Coast Guard (USCG) Headquarters Acquisition Directorate, Washington, DC to identify small business sources capable of providing Training Support Services to be performed at all of the USCG Training Centers (TRACENS) locations for an IDIQ Contract with a period, not to exceed 60 months, beginning 1 November 2010. USCG is seeking one contactor to provide training services at all of the USCG TRACENs. A solicitation will be issued shortly and will be synopsized on the FedBizOpps Electronic Posting System accessed at www.fedbizopps.gov. It is the potential offer's responsibility to monitor this avenue for release of any future solicitation or synopsis. The contractor shall furnish all necessary labor, equipment, program management, materials, transportation and any other items and services necessary to perform the services required. The services include the provision of Training Support Services IAW the attached draft PWS. Location and Service Areas: The work shall be performed at the USCG TRACENS located throughout the country, including: Yorktown VA, Petaluma CA, Elizabeth City NC, Cape May NJ, Camp Lejeune NC, New London CT, Charleston SC, Washington DC and Mobile AL. The applicable NAICS Code is 611430 (Professional Development Training) with a size standard of $7.0 million. For the calculation of annual receipts and number of employees see parts 121.104 and 121.106 in SBA's Small Business Size Regulations, http//www.sba.gov/regulations/121/. Current Contract Information: L-3 Services, Inc., 11000 Commerce Parkway, Mount Laurel, NJ 08054-2233; Contract Number HSCG-23-05-D-PA7003; Contract was awarded on 09/23/2005 with a 60 month period of performance, effective 09/30/2005 through 9/29/2009. Total Contract estimated value to date is $107,146,597.60; however, the scope of work under the proposed solicitation will be different than and updated to reflect changes from the current contract. No further breakdown of contract pricing will be released. Any interested firm capable of providing these services is requested to respond via e-mail to: robert.a.mann-thompson@uscg.mil no later than 4:00 p.m., 08 February 2010 with the following documentation: Name of Company and Address, Point of Contact and Phone number, business size (small, veteran-owned small business, service-disable small business, HUBZone, 8(a), Small Disadvantaged business, woman owned or large business) In addition, past performance information and a capability statement shall be submitted. Past performance information shall include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers, email address, and other relevant information). Offeror shall furnish this information for at least three (3) contracts, ongoing or completed within the last three years, for like or similar services, held with the U.S. Coast Guard, other Government agencies or private industry. Like or similar contracts are defined as Training Support Services. Reference the following number: HSCG23-11-I-DBT000. Capability statement must show how an interested vendor will accomplish Training Support Service IAW the draft PWS at all of the USCG TRACENs by addressing such items as the recruitment and retention of qualified labor, the program/project management approach, the demonstration of a firm understanding of the requirements, the subcontracting of any of the work, etc. Competition and set-aside decisions may be based on the results of this market research. Interested parties must be registered in the Central Contractor Registry (CCR) as prescribed in FAR Clause 52.232-33. CCR can be obtained by accessing the Internet at www.ccr.gov or by calling 1-888-227-2423. This notice is for market research purposes only and does not constitute a Request for Quote or Request for Proposal; and, it is not considered to be a commitment by the Government nor will the Government pay for information solicited: no basis for claim against the Government shall arise as a result from a response to this Sources Sought or Government use of any information provided. At this time no solicitation exists; therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. The government reserves the right to consider any arrangement as deemed appropriated for this procurement.
