- Attachment B Attachment A The Acquisition Career Management Information System (ACMIS) is a government wide system that collects training, education information for members of the acquisition workforce. In accordance with OMB Policy Letter 05-01 dated April 15, 2005, the acquisition workforce includes Contracting Officers, Program Managers, Project Managers, Contracting Officer Representatives, Contracting Officers Technical Representatives and any others designated by the Chief Acquisition Officer of each agency. The current ACMIS has a number of issues including data quality, duplication between ACMIS and agency Learning Management Systems, cumbersome reporting, and limited capabilities. The General Services Administration has an initiative to replace ACMIS. To that end, several steps have been taken. First, an interagency working group was established to define the requirements for ACMIS. Second, we solicited agency feedback on the requirements. Third, in first quarter of FY2010 a Request for Information was published in FedBizOp to help GSA assess available technologies and potential approaches for the new ACMIS. The next step is get industry feedback on the ACMIS requirements. The General Services Administration seeks industry comments on the requirements and functionally for the new ACMIS. The attached spread sheet (Attachment A) provides the requirements. Please use the COMMENTS column in Attachment A for your comments, suggested changes, note clarifications needed and add any additional requirements you believe are missing. For your information, Attachment B provides the ACMIS data elements. This is a request for comments on the GSA requirements for ACMIS. This is NOT a solicitation for proposals, proposal abstracts, or quotations. This announcement should not be construed as a commitment by the General Service Administration, the Integrated Acquisition Environment division, or the Federal Government to issue a solicitation or to ultimately award a contract. Neither unsolicited proposals nor any other kinds of offers will be considered in response to this announcement. This announcement is in no way binding to the government. The government will not pay for any information submitted in response to this request. The information will be used to facilitate acquisition planning; any proprietary information will be handled accordingly. The determination of an acquisition strategy, based upon comments submitted by interested parties in response to this announcement is solely within the discretion of the government. Please be advised that all comments, clarifications, and suggested changes become Government property and will not be returned. The NAICS Code 541512, Computer System Design Services, is subject to change based on market research and input from industry to the Program Office. Your response is due February 8, 2010 by 5:00pm.
