Description
VA118-10-RI-0096_4Virtual Lifetime Electronic Record (VLER): Performance Evaluation Plan Execution The purpose of this modification (4) to Sources Sought Notice VA118-10-RI-0096 is to provide answers to the following question(s): 1)The Notice indicates that "VLER Health Communities (VHCs) will be evaluated with respect to cost and quality outcomes, following a Performance Evaluation Plan that is currently under development. The evaluation plan will be provided to the contractor." Will the specific criteria to be evaluated be included in that plan, or is VA seeking support for criteria development? Specific criteria will be included, however suggestions for improvements and alterations will be considered. 2)With reference to the development of the Performance Evaluation Plan under development, is VA obtaining contractor support for this activity. Are companies who are providing such support eligible to provide the services addressed by this Sources Sought Notice? If so, please provide the names of these companies. Any restriction(s) will be provided during the solicitation phase. 3)Are companies who previously provided other forms of support for VLER eligible to provide the services addressed by this Sources Sought Notice? If so, please provide the names of these companies. Any restriction(s) will be provided during the solicitation phase. 4)Will the contract be Small Business or Small (Service) Disabled Veteran Owned Small Business (SB/SDVO) or full and open? The results of the Sources Sought notice will dictate the method of procurement. 5)Can you elaborate on the steps of milestones (even in broad terms) for the VLER Health Community (VHC) pilot projects? We will select additional pilot sites in 2010, this contract will fund the development and execution of performance evaluation in those pilot sites. 6)Can you provide additional details on the VLER Health Community (VHC) selection timeframe? Not at this time. 7)Can you define VLER Health Community? VLER Health Community is a site selected by VA and DoD to initiate a pilot exchange with a local health information exchange community. 8)Can you provide examples of the health data exchanged? Initially, the data exchanged will be demographic, vitals, lab results, immunizations, medications and allergies. 9)What is the projected completion date for the Performance Evaluation Plan? April 20, 2010. 10)Can you clarify "access to patients' summary of care records"? Are health summaries the extent of shared information? Summary of Care record currently refers to the CDA CCD C32 HITSP construct that is being exchanged between VA and DoD. 11)Is this project funded? What is the anticipated solicitation (RFW) release date? It is funded, undetermined solicitation date. 12)To determine the best qualifications to submit for this sources sought, can the VA provide and overarching strategy or specific metrics that will be evaluated? For example, to measure cost and quality outcomes, there are a variety of metrics one could envision from measure of direct patient care (doctor and nurse performance, expertise and facilities) to patient outcomes (repeat visits, overall healthcare utilization, post-visit patient surveys, etc.) to system to system data sharing capabilities and expertise to ensure interoperability. Evaluations of each step, if not in aggregate, could result in possible differences in cost and quality. Agreed. This list of variables will be available in the final Performance Evaluation Plan. 13)Are preliminary measures and types of evaluations methodologies established or anticipated for the Performance Evaluation Plan, and, if so, can those be provide to ensure a proper sources sought response? They are anticipated in the Performance Evaluation Plan. They are not available at present and will not be available prior to the close of the solicitation. 14)Is it anticipated that the final Performance Evaluation Plan will be available before any RFP (or a draft), and, if so, will that be provided to potential offerors before the RFP is out? See above, no it is not anticipated that this plan will be available before the RFP closes. 15)Is It anticipated that the original NHIN plan (a wired network providing points of access to hospitals via health information exchanges) will be used or any thought given to move to a Web based basic set of services designed to expedite meaningful use, including an emphasis on 'push' transactions, electronic directories, a reliance on secure transport services via the Internet and practices for authenticating information handling? The present plan is to utilize the full specification and standards of the NHIN 16)Is it anticipated that the Information Technology Expert Panel (HITEP) comprehensive Quality Data Set, a framework of data to support a wide variety of measures known as C154 HITSP Data Dictionary construct will be used for performance evaluation? Undetermined. 17)Per the Sources Sought: "VA and DOD have just selected the first VLER Health Community and will be selecting an additional 2-4 communities in the next couple of months and intends to select a total of 4-6 communities to begin implementation this fiscal year." What is the first VLER Health Community and will the other 2-4 communities be identified prior to the RFP? Not able to disclose. The other 2-4 communities will not be identified prior to the RFP. 18)Where is the primary work location? Flexible. 19)Will this be a set aside? Please refer to question #4. 20)What type of contract is anticipated? Please refer to question #4. 21)Will the contractor have access to the lessons learned from the San Diego project (VA and Kaiser interoperability)? Yes. 22)What type of contract is anticipated? Will this contract be a set-aside? Please refer to question #4. 23)Will the contractor have access to the lessons learned from the San Diego Kaiser project? Please refer to question #21. 24)Are preliminary measures and types of evaluation methodologies established or anticipated for the Performance Evaluation Plan, and, if so, can those be provided to ensure a proper sources sought response? They are anticipated but will not be available prior to the RFP. 25)Will the final Performance Evaluation Plan (be) made available before any RFP, is published? Please refer to question #14. 26)Is the Performance Evaluation plan addressing Patient Data Privacy requirement and will the contractors have access and be able to provide feedback? (HIPAA's technology risk management & information security standards) Unclear on access sought and feedback required. 27)Will the contractor be at liberty to contribute to and/or alter the Performance Evaluation Plan prior to implementation? See Question #1. 28)Will the evaluation of communities be comparative? What are the primary areas where comparisons will be made? Not comparative, looking for overall value of health information exchange. However variations in the type of relationship/business model might present an opportunity for analysis. 29)Has DoD and/or VA already determined what the priorities are for this evaluation in terms of community sharing functionality? Unclear. 30)Will the evaluation be based primarily on statistical/quantitative metrics or qualitative assessments made during the course of the evaluation effort? Some qualitative measures might be indicated, but it will be primarily a quantitative evaluation. 31)Have appropriate cost models for communities already been established? Alternatively, will this methodology be provided by the contractor? Unclear. 32)How will the results of this evaluation be published? How will data integration between DoD systems and VA systems be streamlined to effect the evaluation? All results from this study are property of the Federal Government. Contractor permission to publish must be requested. Results of the evaluation will be published to appropriate government agencies and sources. 33)What parts of the provider workflow will need to be assessed as part of the evaluation? It is likely that an understanding of provider workflow and assessment of local variation in workflow will need to be considered in this project. 34)Does the performance evaluation plan draft address As-Is provider workflow and define the quality of care outcomes expected? Will a To-Be provider workflow be defined? The Performance Evaluation Plan will define the as-is workflow from which assumptions are based. Variations of workflow will need to be accounted for in the analyses. 35)Which DoD entities will be involved as stakeholders or information providers for this evaluation? Not applicable. 36)Which VA entities will be involved as stakeholders or information providers for this evaluation? Not applicable. 37)Will the contractor have access to all NHIN contractor program deliverables as well as in-process NHIN working papers? Unclear, contractor will be provided all relevant and required materials necessary to complete the project. 38)What data access restrictions will be required of the contractor? How will conflicts between data required for the evaluation and access level of the contractor be resolved? The contractor will need to complete all security and privacy training expected of contractors, and will need to go through security screening. Level of access will be provided consistent with that required to complete the contract. 39)Will a draft copy of Performance Evaluation Plan be available for the Sources Sought? No. See Question #14. 40)What constitutes "completeness of data" in summary of care record? That is a construct that will be clarified in the Performance Evaluation Plan. 41)What constitutes a "non-VA summary record"? It is a summary of care record from any other source than VA provider.
