- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. Naval Surface Warfare Center (NSWC) Crane Division has a requirement for spares, repairs, modifications and upgrades for C-130J T/M/S Bleed Air System and Electronic Circuit Breaker Unit. This requirement is planned as a non-competitive commercial Firm-Fixed Price (FFP) indefinite delivery, indefinite quantity (IDIQ) requirements type contract for a period of five (5) years with an estimated maximum order quantity of 547 repairs, 285 spares, and 28 upgrades. This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1 with Hamilton Sundstrand Corporation, One Hamilton Road, Windsor Locks, CT 06096. The basis for restricting competition is the lack of Level III documentation, specialized tooling, test procedures, and test stations in addition to duplicative costs and time that would be required to reverse engineer the system/equipment. The solicitation will be available on or about 10 February 2010 at FedBizOpps located at http://www.fbo.gov and at NECO located at https://www.neco.navy.mil/. No hard copies of the solicitation will be mailed. All responsible sources may inquire into the specific terms and conditions included in the contract and may submit a capability statement or proposal which will be considered by this agency. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed effort based upon responses to this notice is solely within the discretion of the Government.
