SOLICITATION No VA-243-10-RA-0197 RECOVERY ACT PROJECT No. 620A4-08-104 FAN COIL REPLACEMENT PROJECT AT THE VA HUDSON VALLEY HCS CASTLE POINT CAMPUS BRIEF DISCRIPTION OF WORK to include but not limited to: Contractor to provide repair services to examine the existing individual fan coil unit systems and furnish and replace 111 Fan Coil Units and construct upgrades necessary to provide a complete working system. The upgrades shall include, but will not be limited to the following: 1.Replace existing fan unit's coil with a new fan coil units and furnish new controls. 2.New fan coil units must be approved equivalent of exiting units. 3.Replace with equivalent dimensions, coils, and motors. 4.Controllers to be compatible with Johnson Controls Metasys BMS Extended Architecture. 5.Fan coil units will be accessible via VA Hudson Valley LAN. 6.Replace drain pans for each fan coil. 7.Replace the existing gate valves (inlet and drain) with new ball valves. 8.Contractor will identify and replace isolation valves as detailed in contract drawings. 9.Provide electric heaters, factory installed on fan coil units, for intermediate season heating (spring & fall) 10.Contractor will provide all necessary site visits, design schematics, drawings, manufacturers catalog cut sheets and specifications. 11.Layout and install miscellaneous electrical work 12.Perform necessary finish carpentry work, patch walls, paint, etc. as damaged. 13.Clean up of the work area each day will be required. 14.During the removal and replacement of the units, a dust screen should be used to confine any construction dust to the work area. 15. The work associated with the unit removal and replacement work shall be on weekdays only. 16. A final functional check out as per the sequence of operation is required on each unit to prove functionality and completion of work. 17. Contractor will provide a complete set of OEM's, As-Built drawings, operation and maintenance and troubleshooting manuals upon completion. Sequence of Operation Occupied Mode: During this mode the fan will run continuously. When the room temperature is between the occupied heating and cooling set points, the heating valve will be closed and the cooling valve will be closed. On a rise in room temperature above the cooling set point, the cooling valve will modulate open and the heating valve will remain closed. On a drop in room temperature below the heating set point, the heating valve will modulate open and the cooling valve will remain closed. On a drop in room temperature below the heating set point, when hot water is not available the electric heating coils will energize, the heating valve and cooling valves will remain closed. Unoccupied Mode: During this mode the fan will cycle off. On a rise in room temperature above the unoccupied set point, the fan will cycle on, the cooling valve will modulate open, and the heating valve will remain closed. On a drop in room temperature below the unoccupied heating set point, the fan will cycle on, the heating valve will modulate open and the cooling valve will remain closed. 730 Calendar Days Completion Time from Notice to Proceed The full solicitation is expected to be posted on or about February 16, 2010.
