- RecoveryARRA Project No. 28.000TAS::14 0681::TAS Recovery - This procurement is being funded via the American Recovery and Reinvestment Act of 2009 (ARRA). This notice is provided for information purposes only. This project will be competed under existing Bureau of Reclamation, Mid-Pacific Region, multiple-award IDIQ-type contracts; contracts 06CS204097A through 06CS204097G, line item 0001 multidisciplinary holders using the fair opportunity process of FAR 16.505(b)(1). Reclamation has a need for an economic study to complete strategic planning support activities and studies in connection with four Environmental Assessments (EAs) for groundwater development projects under American Recovery and Reinvestment Act (ARRA) Drought Relief Funding and in compliance with the National Environmental Policy Act (NEPA). This SOW includes services for the Preparation of Four EAs, including specific technical services for Groundwater Impacts Analyses, and cultural resources surveys in support of Reclamation's compliance with Section 106 of the National Historic Preservation Act (NHPA). The EAs will identify and include an analysis of direct and indirect impacts associated with long-range, area-wide and/or potential cumulative impacts on those resources as required by NEPA. This SOW also includes the optional tasks of assisting the Bureau of Reclamation (Reclamation) with Section 7 Endangered Species Act (ESA) Consultation, Regulatory Compliance Support if required, and one or more of the cultural resources surveys for 14 new groundwater wells and one water pipeline for 14 Northern California Tribes. Please be advised that the Awardee will be subject to Section 1512(c) of the Recovery Act, which requires that each contractor report on its Recovery Act funds under the awardee contract. These reports will be made available to the public.
