- The purpose of this amendment is to provide prospective offerors' an alternative method of submitting the proposals.Proposals may be e-mailed to: richard_harris@nps.govIt is the offerors' responsibility to ensure documents are received by NPS and readable by 6:00 p.m. eastern standard time on February 2, 2010. Otherwise, submissions may be determined late and rejected by the Contracting Officer. Questions/Answers: 1)Can individuals serving on the fundraising council be citizens of countries other than the USA?In regard to task 3, the offeror will make recommendations to the Commission in the report. 2)Do you have a target fundraising range? This will be determined during the course of the project and is being developed under a different scope of services. 3)Do you have a target budget for this work? $80,000 -- $125,000 4)Can elected officials serve as part of this fund-raising effort?The solicitation is overall a fund-raising strategy. It is unclear as to which task this question relates to. 5)The proposal is to be submitted to a Denver location. Can the submission be electronic, or do we need to send hard copies? If it is the latter, are there specific instructions regarding delivery of a submission via an overnight delivery service? See the alternate delivery instructions at the beginning of Amendment 1.6)Does "short term" fundraising refer to fundraising prior to the opening of the Museum (i.e. building and other development costs) and "long term" refer to operational costs after the Museum is open? It is incumbent upon the offeror to propose the strategy and interpret the terms. Outline our approach to PowerPoint presentations. Past experience of presenting. Importance of visual elements on slides. Importance of differentiating between short-term and long-term fund-raising plans3)Identify potential fundraising leaders "The Contractor shall recommend a fundraising leadership group, with justifications for the recommendation for consideration by the National Park Service and the Commission. A strategy for contacting individuals shall be approved by National Park Service and the Commission prior to consultant interaction with potential leaders."Identify overall criteria for targeting members of this group. Identify HMA/Qorvis staff members with deep knowledge of leaders in the Hispanic community and long-term ties with them; identify sectors from which we will choose leadership group (i.e. business/media/philanthropy/entertainment/sports); Detail strategy for contacting these leaders, types of individuals, the organization structure of fundraising group4) Develop a Fund Raising Strategy: core of longer-term effort, complementary to efforts of leadership fundraising group. Outline specific efforts, approaches to various groups outlined in RFP (traditional, new, grassroots, community at large). Provide detail of experience with this type of effort. 5) Develop a general budget for overall effort. Discuss level of detail, familiarity with budgeting efforts of this scope and type. Discuss form of report and graphics to be included. Should cover 3-5 years.6) Identify a strategy for long-term, sustainable fundraising. This is for reaching private sector goal of 50% funding. Demonstrate past experience with this type of effort. Other: Production of proposal cover, Gantt chart, specific timeline for production
