- Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number OJP-2010Q014 is issued as a request for quotation (RFQ). The associated North American Industrial Classification System (NAICS) code for this procurement is 541990 - All Other Professional, Scientific, and Technical Services. The Office of Justice Programs (OJP), Office of Civil Rights (OCR) has a need for an expert consultant to provide technical advice and educational services to a Review Panel on Prison Rape in connection with several rounds of hearings it plans to conduct regarding juvenile, federal and state prison, and jail facilities as described in the attached statement of work. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38. The provisions and clauses may be downloaded at http://arnet.gov.far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors-Commercial; FAR 52.213.4 Terms and Conditions- Commercial Items. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov. The Government shall award a firm-fixed-price purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will offer the best value to the Government, price and other factors considered. The award may be made with or without discussions with the offeror(s). The best value evaluation factors include (1) Technical Capability; (2) Past Performance; and (3) Price. The evaluation shall be based on use of the adjectival rating scheme as follows: Exceptional; Acceptable; Marginal and Unacceptable. FAR 52.212-3, Offeror Representatives and Certifications - Commercial Items, applies to this acquisition, there is no addenda to this provision; FAR 52-212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition, there is no addenda to this provision, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items, applies to this acquisition; FAR 52.204-9, Personal Identity Verification of Contractor Personnel. All interested contractors must be actively registered in the CCR and provide a completed copy of the Offeror Representations and Certifications with their offer. Interested contractors are invited to review the attached statement of work entitled, "OCR - TECHNICAL ASSISTANCE FOR THE REVIEW PANEL ON PRISON RAPE” and provide an electronic response to be received not later than 12:00p.m. (est), Monday, February 10, 2010 addressed to Karen Washington, Karen.Washington@usdoj.gov., Office of Justice Programs, 810 7th Street, NW, Washington, D.C. 20531, voice: 202-514-5731, fax: 202-354-4363. Vendor/questions/clarifications will be accepted through Wednesday, February 3, 2010 via email only. Vendors must identify the solicitation number in the subject line of the email. Quotations submitted under this Statement of Work will be evaluated, and a contractor selected, based on technical capability, past performance and cost considerations. Please provide both a cost proposal and a technical proposal and include a breakdown of the daily rate. Past Performance, shall include relevant experience which describes at least three (3) relevant projects performed in the last three years and quality of performance (Attachment B). A quotation that does not demonstrate its capability to fulfill the services identified in the statement of work may be considered as non-responsive. Contractors must submit a complete response. Responses that are not substantially complete will not be considered. Offers of partial performance shall be rejected. The electronic submission shall be in the form of an email with attachments. The Technical and Cost Proposal shall not exceed eight pages. Award shall be made to the contractor who offers the best value to the Government. The Government shall not be liable for any costs incurred in response to this request.
