Description
THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY The purpose of this notice to announce the award of Task Order #0008 to Environment International Government, LTD (EP-W-07-096) from the Targeted Brownfields Assessments (TBA) Contracts Request For Offer # 40 and to obligate funding in the amount of $91,956.93. The period of performance will be from January 4, 2010 though September 28, 2010. This Task Order shall entail contractor performance of a phase I and phase II Environmental Site Assessment (ESA) in accordance with requirements set forth in the Statement of Work (SOW) for the National TBA contract (contract solicitation PR-HQ-07-11297) and in consultation with the EPA Region III Task Order Project Officer (TOPO). The overall objectives of this TBA are to: 1. Complete Phase I Environmental Site Assessments (ESAs) at four sites within the I‐180 corridor in accordance with AAI and the ASTM E‐1527‐05 standard. 2. Perform one Phase II ESA to make determinations of the types and general extent of soil and groundwater contamination that may exist on the property. 3. Utilize published Commonwealth of Pennsylvania and federal risk‐based regulatory standards to determine the risks associated with the contaminants; 4. Develop potential alternatives for clean‐up; and 5. Estimate order of magnitude costs of implementing the clean‐up alternatives that will help support decision making concerning future redevelopment of the Site. The four sites to be investigated include a 1.3‐acre parcel located at 410 East 3rd Street, a 0.9‐acre parcel at 202 Basin Street, a 0.34‐acre parcel at 849 West 3rd Street, and a 0.24‐acre parcel at 301 West 3rd Street. A Phase I ESA will be completed at all four sites and a Phase II ESA will be conducted at the property at 410 East 3rd Street. The American Recovery and Reinvestment Act (ARRA) contains specific acquisition requirements that must be met when using appropriated funds from the Act, including the need for acquisitions to be in accordance with the FAR and, to the maximum extent practicable, awarded as fixed-price (FP) contracts using competitive procedures. However, the Office of Management and Budget's guidance allows for the use of other than FP contracts. Although the Agency's Office of Brownfields and Land Revitalization (OBLR) contracts were not awarded as FP contracts, they were awarded competitively, and each contract structure was selected to provide the contractor with the greatest incentive for efficient and economical performance, given the types of services to be performed. The existing OBLR contracts have sufficient qualified acquisition personnel to provide appropriate contract administration and oversight to monitor contract performance to mitigate the Government's risk. In order to meet the requirements of the Act in the most prudent business manner within the time constraints imposed, existing OBLR contracts are the most appropriate contractual vehicles consistent with Agency plans that promote the goals of the ARRA. THIS REQUIREMENT IS TO BE AWARDED TO EXISTING CONTRACTHOLDERS. REQUESTS AND/OR INQUIRIES WILL NOT BE ANSWERED.
