Description
BLM Request for Proposals, L10PS01900, Veterinary Services at the Elm Creek Wild Horse and Burro Facility on an as needed basis for a 12 Month Period, With Four 12 Month Option Periods. Solicitation number L10PS01900 applies and will be issued as a Request for Proposals (RFP) for the following requirement: The Bureau of Land Management's Elm Creek, Nebraska Wild Horse and Burro Holding Facility has a requirement for Veterinary Services as follows: The contractor shall provide routine veterinary services on an as needed basis at the Elm Creek Holding Facility in Elm Creek, Nebraska and will be reimbursed based on the hourly rate set forth in the contract. The facility is located approximately 4 miles north of Elm Creek, Nebraska, on Highway #183. The workload will vary seasonally with the peak occurring between October and June. At times services will be required seven days a week. Workload can be expected to vary depending on shipping activity and the health of the population at the facility. The veterinarian, or back-up, must be available at the site within 6 hours of notification. The name, address and telephone number of the back-up veterinarian must be provided. The duties require a veterinarian licensed in the State of Nebraska, USDA accredited for issuing interstate health certificates, and skilled in handling and treating ungentled large animals, specifically horses and burros. Approximately 30% of the estimated workload may include Deworming, Aging and Drawing Blood Samples for equine infectious anemia (EIA) and preparing the documentation for submission to the appropriate laboratory. The remaining 70% of the workload includes, but is not limited to treatment of the following: Castration, cuts/wounds, Infectious/Respiratory Diseases, Colic, Eye infections/Injuries, Hoof Abscesses, Orphan Foals, Euthanasia, X rays, Misc. Lameness, Misc. Surgeries, Drain and flush hip abscess, Hernia Repair, Fluid/Supplies for fluid delivery, Coggins tests and Health Certificate Preparation. This is a 100% set-aside for small business. The NAICS classification is 541940. Size standard is $7 million. Proposals are due March 1, 2010 by 12:00 PM Mountain Time. Vendors must be registered at http://www.ccr.gov in order to be eligible for award. The solicitation will be made available at http://www.fedconnect.net on or about February 1, 2010. The solicitation must be downloaded via the Internet, as hard copies will not be made available.
