- The U.S. Army, Army Contracting Command (ACC) Joint Munitions and Lethality (JM&L) Contracting Center, Picatinny Arsenal, NJ 07806-5000, on behalf of Benet Laboratories, Watervliet Arsenal, Watervliet, NY 12189-4000 is conducting market research to locate companies that can provide an ultrasonic inspection system that can be set up to scan tubes in an automated or semi-automated manner. The system will be used in both full scale production sized tubes and in the laboratory for small tube sections or pieces. The inspection system shall include the production unit and separate laboratory unit, both of which will include the immersion system, water management system, at least 2 motorized axes for automated inspection, transducers, digitizers, and an operation console for operation.The contractor shall provide a system with performance characteristics as indicated below:-Shall use an ultrasonic inspection system-Shall be capable of detecting defects on the ID surface 0.005 or less in depth and 0.010 long or less.-The system shall consist of two parts, one for production size part tubes that are 81mm inner diameter with a nominal 2mm wall thickness with 1283 mm length and 10.6 kg weight, and another laboratory scale unit that can scan a tube up to 305 mm in length for research purposes. Each unit of the system shall have its own software and digitizers and shall be stand alone from the other unit, except transducers. The tubes are generally smooth with several raised features (several mm) at various points throughout the length.-The units shall have a motorized feature to spin the tubes during inspection.-Full inspection of a tube 81mm in diameter, 1283mm in length shall require no more than 1 hour on the production unit.-Multiple transducers shall be included: 5, 10, 15, 20, 50, and 75, 100 MHz.-The transducers shall be capable of finding the aforementioned defect sizes in a single pass using a deep focus transducer.-Data and image acquisition shall be recorded by a software acquisition program and computer controlled.-Shall include warranty with 1 year service/maintenance.-Power shall be 120 VAC at 60Hz.-Water management system for filling and draining immersion tank to include a water conditioning filter of at least 10 micron capability. Companies are invited to indicate their interests and capabilities by providing specifications, brochures, information pertaining to experience on previous projects, specific work previously performed or being performed and any other specific and pertinent information as it pertains to this particular area of procurement that would enhance our evaluation of the information submitted. All information is to be submitted via email at no cost or obligation to the Government; information provided will not be returned. Responses shall also indicate the size of the business entity; large or small IAW FAR 19.102 and a copy of the most recent ORCA certifications. Interested companies are encouraged to submit their capabilities/qualifications data no LATER than February 10, 2010. This is a Sources Sought/Market Survey Announcement and submission will be used for informational and planning purposes only. This notice does not constitute a formal Request for Proposal (RFP)/Request for Quote (RFQ), nor is the Government obligated to issue the RFP/RFQ. In addition, the Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this survey.
