- RECOVERY: PRE-SOLICITATION NOTICE FOR THE MICA BAY ACCESSIBILITY IMPROVEMENTS. This procurement is being funded via the American Recovery and Reinvestment Act of 2009 (ARRA). The work consists of Furnishing labor, equipment, supplies, and materials, to construct improvements at the Mica Bay Campground Recreation Site. Work shall include the removal and replacement of an existing concrete slab beneath the Picnic Pavilion, installation of new concrete pads and walkways, relocation of an existing water valve, removal of a drinking fountain and replacement with an ADA/ ABA compliant drinking fountain, installation of picnic tables, grills & fire rings and removal/ replacement of an information kiosk & a fee-collection safe. Project price range is between $25,000 and $100,000. The North American Industry Classification (NAICS) Code is 237990, with a standard size of $33.5M. The project site is approximately 10 miles south of Coeur d'Alene, Idaho, in Kootenai County, at the terminus of Mica Bay. The site is adjacent to Loff's Bay Road. Although vehicular access is controlled by a gated entry, the Contractor will have access during construction. Loff's Bay Road can be reached from U.S. Highway 95; at the Mica Bay turnoff onto Putnam Road; south of Coeur d'Alene. In accordance with FAR 28.102-1, a 100% Payment Bond is required for contracts greater than $30,000, prior to issuance of the Notice to Proceed. This solicitation will be posted electronically at www.FedConnect.net. Paper copies are no longer available. Estimated issue date is February 18, 2010. All responsible sources may submit an offer which will be considered. Full or partial funding for requirements to be completed by resultant contract award(s) may utilize funds provided by the American Recovery and Reinvestment Act of 2009. Inclusion of unique provisions required to implement the Act, including those for significant reporting and transparency requirements by the successful offeror(s), will be required in any resultant contract. The Awardee will be subject to Section 1512(c) of the Recovery Act which requires each contractor to report on its use of Recovery Act funds under the awarded contract. These reports will be made available to the public.
