- RECOVERY: PRE-SOLICITATION NOTICE FOR THE KILLARNEY PICNIC SITE AND POPCORN ISLAND DOCKS AND COMFORT STATION REPLACEMENT. This procurement is being funded via the American Recovery and Reinvestment Act of 2009 (ARRA). The Bureau of Land Management (BLM) intends to award a single, firm fixed-price contract. The work consists of Furnish labor, equipment, supplies, and materials to perform the work specified in this contract. Work at the Killarney Lake sites shall include the removal of existing wood docks, wood piling, gangways, and replacement with Contractor designed and furnished docks, concrete bulkheads, aluminum gangways, steel pilings and floating toilet modules. Killarney Lake is accessed by driving approximately 3.5 miles north of State Highway 3; the highway which connects Interstate 90 to St. Maries, Idaho. The Killarney Lake turnoff on State Highway 3 is approximately 4 miles south of the Interstate 90 interchange. The Killarney Lake Recreation sites consist of a picnic site accessible only by pedestrian trail and by boat; Popcorn Island, accessible only by boat, which is located in the middle of Killarney Lake, approximately 1/2 mile from the picnic site; and a developed campground with boat launch ramp & docks, accessible by gravel road. Project price range is between $100,000 and $250,000. The North American Industry Classification (NAICS) Code is 237990 with a standard size of $33.5M. This acquisition will be advertised on a restricted basis as 100% HUBZone Set-aside. This announcement serves as the advanced notice for the project. For amendments and updates, register or update the registration at the FedConnect website at http://www.fedconnect.net. Estimated issue date is February 16, 2010. Full or partial funding for requirements to be completed by resultant contract award(s) may utilize funds provided by the American Recovery and Reinvestment Act of 2009. Inclusion of unique provisions required to implement the Act, including those for significant reporting and transparency requirements by the successful offeror(s), will be required in any resultant contract. The Awardee will be subject to Section 1512(c) of the Recovery Act which requires each contractor to report on its use of Recovery Act funds under the awarded contract. These reports will be made available to the public.
