Description
SOURCES SOUGHT ANNOUNCEMENT GENERAL: The National Park Service (NPS), Department of Interior (DOI), is conducting a sources sought for the work described below. This notification is for market research purposes to identify potential contractors who have the skills, experience, and knowledge required to successfully complete this effort and does not constitute a commitment, implied or otherwise, that a procurement will be accomplished. The amount of interest will determine the possibility of a set-aside or full and open competition. This is not a request for quote or proposal, or invitation for bid. NPS would like interested parties to submit related project experience and resumes for key individuals to Richard F. Harris at Richard_Harris@nps.gov, or via fax to 303-987-6646 by 4 PM on Tuesday, February 9, 2010. Clearly identify your firm's size status and provide your DUNS number in your response. The NAICS code for this work is 541990 with a small business size of $7.0M. PROJECT DESCRIPTION: Follow-on phase requirement for climate change scenario planning and training. A contractor would need to have specific experience in climate change scenario planning and not just business or other types of scenario planning, to participate in this solicitation. A report from the prototype phase contract would be provided to each vendor interested in participating. Unless you're the contractor who did the initial prototype phase, the report would not be sufficient to do the follow-on phase without doing some research activities, process development, analysis, toolkit development, etc. It is the intent of the NPS to award a sole source contract to the contractor that conducted the initial prototype phase, unless there exists other companies who can be competitive while conducting and paying for the prototype phase research activities and its other aspects noted herein. This is the follow-on phase of an initial climate change scenario planning work that was conducted between Jan - May 2009. This phase will consist of four (4) training workshops, which will be developed and conducted with scientists, managers, and planners to build capabilities for using scenario thinking and planning to better understand the impacts of climate change on federal lands and how to incorporate this information into land management planning. Scenarios will be used to explore climate change dynamics and management implications in distinct bio-regions such as the Prairie Pothole Region, northern Great Plains grasslands, desert southwest, southeast coastal region, and Yukon, AK. This approach provides important follow up to the prototype phase that was completed by the US Geological Survey agency for the National Park Service (NPS) in early 2009. The specific objectives of this follow-up phase include: 1. Evaluation of the prototype scenario planning process and results, and identification of appropriate modification to the follow up approach. 2. Training for an expanded number of managers, scientists, resource specialists, and planners in the NPS and other agencies that can serve as part of a future cadre of scenario planning practitioners or advisors - a "train-the-trainer" approach. 3. Additional training for the previously identified core team of federal land management agency staff in designing and facilitating climate change scenario planning methodologies. 4. Identify and implement up to eight (8) additional case studies (through four (4) training workshops typically focusing on two case studies per workshop) that can be used for applying scenario planning techniques toward specific land and resource management issues in NPS units. 5. Document the process, including lessons learned, for integrating climate change in ongoing organizational processes and conversations. 6. Provide insights into strategic and institutional changes required for effective management response to climate change effects.
