- The US Fish and Wildlife Service, Region 2-Southwest, Texas Chenier Plain Refuge Complex, is preparing to issue a solicitation, Invitation for Bid(IFB) No. 20181AB501 on or about February 17, 2010 for the construction of a Headquarters Facility at the Texas Point National Wildlife Refuge in Sabine Pass, Jefferson County, Texas. The facility shall serve as the headquarters and administrative offices for the Texas Point and McFadden National Wildlife Refuges. Minimum specifications for this requirement shall be outlined within the specifications section of the solicitation documents, once issued, and shall include, but is not limited to, the complete construction of a steel framed office building including site preparation, parking lot construction, concrete mat foundation and concrete columns, metal roof, interior gypsum board walls and partitions, plumbing fixtures, mechanical, electrical, septic system and connection to existing utilities, and all other items as shown on drawings, plans specifications, and attachments for a complete installation. Work under this project will be located in Southeast Texas at the Texas Point National Wildlife Refuge along Route 87, in Sabine Pass, Jefferson County, Texas. This requirement is a 100% small business set-aside. The North American Industry Classification Code for this Requirement is: 236220, Commercial and Institutional Building Construction. The Product Service Code is:Y119, Construct All other Admin and Service Buildings. The small business size standard is $33.5M. In accordance with Federal Acquisition Regulation Part 36.204, the estimated project magnitude for this project is between $1,000,000.00 and $5,000,000.00. A pre-bid site visit will be offered on March 10, 2010 at 1:00pm at the project location. Directions and instructions for attending the pre-bid site visit will be set forth within the solicitation documents. An offer guarantee in 20% of the bid price will be required when responding to the solicitation once issued. Payment and performance bonding equal to 100% of the awarded contract price will be required within 15 calendar days of the contract award date, if awarded. When posted, the statement of work and specifications, along with any related documents, will be available for download via the National Business Center (NBC) website at: http://ideasec.nbc.gov/j2ee/login.jsp. The posted solicitation documents will also be available via the Federal Business Opportunities website at www.fbo.gov where this announcement is posted. A written solicitation will not be issued.
