Description
RECOVERY - THIS PROJECT WILL BE FUNDED BY THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009. This pre-solicitation notice is hereby issued in accordance with the requirements of the Federal Acquisition Regulation (FAR) Subpart 5.704. Simplified Acquisition Procedures shall be utilized under the authority of FAR 13.5 Test Program for Certain Commercial Items. The Physics Laboratory of the National Institute of Standards and Technology (NIST) in Boulder, CO, requires a Time Scale System to modernize the current NIST Time Scale. The NIST Time Scale System is one of the most crucial resources for NIST, the nation, and for international coordination of time and frequency. NIST is the official U.S. source for time and frequency for civilian applications, and for international coordination of time and frequency. Precise time and frequency, referenced to NIST standards through the NIST Time Scale, underpins critical national technologies such as navigation, telecommunications, electric power distribution, electronic financial transactions, and a wide range of other technologies crucial for the economy, safety, and security. The NIST Time Scale is the core of measurements and research that underpin NIST’s most heavily used services (including more than 3 billion synchronization activities over the Internet every day). NIST participation in international time coordination which underpins many key technologies, and a wide range of NIST research on future atomic clocks and other types of future measurement capabilities. The Time Scale System is comprised of two systems: The Frequency Standards Measurement System and the Precision Time Distribution and Time Transfer System. Most of the current Time Scale comprises obsolete components and subcomponents that limit the effectiveness of the Time Scale, and threaten the operation of the Time Scale because the old components are no longer manufactured and cannot be replaced if they fail. The purpose of this acquisition is to procure new components for the NIST Time Scale System, including coordination of and execution of installation, integration, training, troubleshooting, and warranty management. Delivery terms shall be FOB DESTINATION. The period of performance shall be stated in the request for quotation. The NAICS code for this requirement is 334516 with a small business size standard of 500 employees. THIS REQUIREMENT IS 100% SET-ASIDE FOR SMALL BUSINESS. In accordance with the non-manufacturer rule, the manufacturer and distributor of these supplies must be a small business in accordance with the NAICS code identified. For size purposes, there can be only one manufacturer of the end item being acquired. The manufacturer is the concern which, with its own facilities, performs the primary activities in transforming inorganic or organic substances, including the assembly of parts and components, into the end item being acquired. The end item must possess characteristics which, as a result of mechanical, chemical or human action, it did not possess before the original substances, parts or components were assembled or transformed. The end item may be finished and ready for utilization or consumption, or it may be semi-finished as a raw material to be used in further manufacturing. Firms which perform only minimal operations upon the item being procured do not qualify as manufacturers of the end item. The competitive Request for Quotation (RFQ), amendments, and all questions and answers related to this procurement shall be made available via the Internet at HTTP://WWW.FEDBIZOPPS.GOV under RFQ number SB1341-10-RQ-0088. Potential offerors will be responsible for obtaining this solicitation and related Amendments, if any, from www.fbo.gov after the solicitation has been posted. It is, and will continue to be, the responsibility of each potential Offeror to monitor www.fbo.gov for any amendments or other information related to the solicitation; the Government will not be maintaining a mailing list. Any communications regarding this acquisition must be made in writing and forwarded via email to carol.wood@nist.gov, and shall identify the solicitation number, company name, company address, as well as point of contact email address and phone number. Offerors shall be actively registered in the Central Contractor Registration website at www.ccr.gov, in order to be eligible to receive a contract under this acquisition. NIST anticipates posting the solicitation on or about February 5, 2010.
