Description
This is a Sources Sought announcement for market research purposes only. Theinformation gained will be used for preliminary planning. The information received willbe used within NASA Glenn Research Center to facilitate the decision making process andwill not be disclosed outside of the agency. A decision will be made whether to issue theproposed solicitation as a competitive set-aside for qualified Small Businesses, SmallDisadvantaged Business, which also include Women-Owned, U.S. Small BusinessAdministration (SBA) certified 8(a), SBA certified HUBZone, and Service-DisabledVeteran-Owned Small Businesses, or whether to issue the requirement as full and opencompetition (unrestricted). THIS IS NOT A SOLICITAITON ANNOUNCEMENT FOR PROPOSALS;therefore no contract will be awarded from this announcement. No reimbursement will bemade for any costs associated with providing information in response to this announcementor any follow-up information requests. This notice does not constitute a Request forProposal (RFP) and is not to be construed as a commitment by the Government for anypurpose other than market research. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTSREGARDING THE EVALUATION. This announcement is to gauge the availability of experiencedconstruction firms with the completion of LEED certified projects. This project consistsof the construction of a new 90,000+ GSF office building facility to replace an existingnon- efficient facility. The new Centralized Office Building at NASA Glenn ResearchCenter (GRC), Cleveland, Ohio will be located on an existing parking lot site on the GRCcampus. The new three story steel structure contains open office areas; private offices;conference and work rooms; a conferencing center; a high-ceiling 400 person multi-useauditorium; two mechanical penthouses; a green roof and observation deck; and typicalsupport spaces. The interiors are consistent with modern open office architecture withstandard finishes. The exterior is clad in masonry, painted metal panels, andtransparent glazing curtain wall systems. Fenestration is insulated glass with frit andopaque spandrel glass.Support facility construction may include, but, is not limitedto: the removal of existing paved surfaces; site preparation; rammed piers for foundationsupport; curbs and roadways; parking areas; pedestrian walkways; fencing; landscaping. Supporting utilities to the site include the extension of potable water; non potablechilled water from an existing chilled water plant; natural gas; sanitary and stormsewers; high voltage electrical cable through new and existing underground duct bank; newdata and communications duct bank. This project, as designed, is required to be LEEDGold Certifiable under the USGBC LEED-NC Rating System. Eligible Contractors shalldemonstrate specific past performance regarding the constructing of buildings that havebeen LEED certified. The North American Industry Classification System (NAICS) Code is236220 (Commercial and Institutional Building Construction Contractors) with SmallBusiness Size Standard of $33.5 million. Estimated Cost Range is $10 Million up to $25Million including several options. Interested parties are invited to respond to this Sources Sought announcement bysubmitting a CAPABILITY STATEMENT to the NASA Glenn Research Center by FEBRUARY 23,2010 at 2:00 P.M. E.S.T. Information to be provided SHALL include, but not limited to thefollowing: 1) Contractor information: Provide your firms contact information, such as,name and address of firm, size of business; average annual revenue for the past 3 yearsand the number of employees; 2) Type of Business: Provide ownership, whether they areSmall, Small Disadvantaged, 8(a), HUBZone, and Women-Owned, Service-Disabled VeteranOwned Business (SDVOB), or Veteran owned Small Business (VOB), For more information onthe definitions or requirements for these small business programs, refer tohttp://www.sba.gov. ; 3) Experience: Provide the number of years in business; affiliateinformation; parent company; joint venture partners; potential teaming partners; primecontractor (if you are interested as a potential subcontractor); list of customerscovering the past 3 years (highlight relevant LEED projects COMPLETED), contract numbers,contract type, dollar value of each procurement and points of contact, addresses andphone numbers); 4) Bonding Capacity: Provide your suretys name, your maximum bondingcapacity per project and your aggregate maximum bonding capacity. CAPABILITY STATEMENTSSHALL BE NO LONGER THAN 5 PAGES IN LENGTH, AND ADDRESS AT MINIMUM THE AFOREMENTIONED.Technical and procurement related questions shall be directed to: Lupson, Erick N., 21000Brookpark Road, mail stop 500-312, Cleveland, Ohio 44135.
