Description
This is a SOURCES SOUGHT ANNOUNCEMENT, a Market Survey for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In preparation for a possible future procurement, the Naval Facilities Engineering Service Center (NAVFAC ESC) is seeking companies experienced in in-situ testing mooring hardware used to moor large (300 to 1100 feet long, 3,000 to 100,000 ton displacement) ships at a pier, wharf or dry dock as described in "Inspection of Mooring Hardware, UFC 4-150-08, April 1, 2001." Particular interest is directed to the testing procedures listed in "Appendix A, Mooring Hardware Testing" of the UFC. Other recognized documented established methods are also of interest, especially non-destructive testing methods. Respondents should provide the following information about their capabilities associated with state-of-the-art in-situ non-destructive testing mooring hardware and in providing various related engineering and incidental technical services: Mooring hardware in-situ testing technical expertise (engineers and technicians) Mooring hardware testing systems equipment, data reduction and analysis, and pretest test result prediction State-of-the-art in situ non-destructive established testing methods for mooring hardware and the associated foundation (pier, wharf, dry dock, etc.) Associated safety and risk management standard procedures Examples of mooring hardware tests conducted during the last five years Interested sources should respond by completing the attached INFORMATION SUMMARY MATRIX document detailing the following: company's ability to fulfill the requirements described herein; list of projects - similar in size and scope - to the current requirement; whether the company is a large business, small business and certified as 8(a), HUBZone, et cetera; and, whether your registration in CCR is current. This announcement is not a commitment by the government to issue for a solicitation or ultimately award a contract. It will, however, be used as a first step for evaluating mooring hardware testing alternatives. The applicable NAICS Codes are 541330 and 541380-with a size limitation standard of 500 employees. Interested sources (whether you are a large or small business) should complete the attached document and submit it, along with any comments and information, via email to frank.r.johnson@navy.mil no later than 31 March 2010. Responses received after this deadline may not be considered. Since this is a sources sought announcement, no evaluation letters will be issued to the participants.
