- The National Institute of Health (NIH), National Institute on Drug Abuse (NIDA) on behalf of the National Institute of Mental Health (NIMH) seeks to procure professional service on a non-competitive basis with Dr. Layla Kassem, Washington, DC 20008. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority of FAR 13.106-1(b)(1) and FAR 13.501 (a)(1) to use Simplified Acquisition Procedure for commercial items. The North American Industry Classification System Code (NAICS) is 541990 and the business size standard is $7.0 million. The NIMH Genetic Basis of Mood and Anxiety Disorders Unit (The Unit) within the Mood and Anxiety Disorders Program plans to procure the services of a contractor with technical expertise to support a major component of The Unit. The Unit needs to maintain the expertise necessary for the formulation of appropriate ascertainment strategies, refinement of diagnostic procedures, and improvements in case definition. To complete this task, the contractor must have skill with family study procedures, assessment methods, and clinical data analysis. After an extensive search, The Unit identified Dr. Layla Kassem, with the experience and knowledge of experts in the field. Dr. Kassem has acquired intensive training and is highly-skilled in performing family study methods and clinical data analysis. Dr. Kassem has been active in the field of mental health for over 15 years. In 1993, she obtained a Psy.D degree in Clinical Psychology from the Chicago School of Professional Psychology, Chicago, IL. She is a candidate for the Committee on Human Development in the Department of Psychology at the University of Chicago, Chicago, IL. From 1999 2001 she worked as Senior Project Coordinator for the Schizophrenia Genetics Research Program at the University of Chicago, where she acquired extensive family study experience directly relevant to the scope of this requirement. Her ability to formulate and synthesize clinical data analyses into coherent reports is illustrated by her publication record, which includes several peer-reviewed publications and many presentations at scientific meetings. The contractor will be responsible for clinical genetics research work as directed by the Unit Chief. The work will include designing and executing clinical data analyses; continual improvement of our family volunteer recruitment effort; formulation of appropriate ascertainment strategies, refinement of diagnostic procedures, and improvements in case definition. The contractor will work with the Unit Chief and members of the research staff to define data analysis needs, carry out the analyses with support of data management and statistical advisors, and implement methodological changes in subject ascertainment and evaluation as required. The work involved requires extensive clinical training and experience. The contractor must have clinical experience with major mental illness, a good working knowledge of diagnostic definitions and procedures, and a solid grasp of fundamental statistical principles. Also, education must consist of a doctoral degree in psychology or related fields plus at least five (5) years of relevant experience; excellent organization skills; and ability to work with a team; extensive knowledge of family study methods as evidenced by recent course work and/or experience and a record of research publications in the field. With the extensive experience and knowledge in the field, Dr. Kassem is considered uniquely qualified to successfully provide the required services to The Unit. No other vendor will satisfy the agency's requirement. Period of Performance is to be one base year from date of ward plus two (2) one-year optional years. Place of performance is in Bethesda, Maryland. This is a firm-fixed price type acquisition. This notice of intent is not a request for competitive quotation. A solicitation will not be issued. However, the government will consider response submitted on or before 3:00 PM ET February 11, 2010 to ln18x@nih.gov. All information furnished must be in writing and must contain sufficient detail to allow the government to determine if it can meet the above unique specifications described herein. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must be registered in and have valid certifications in the Central Contractor Registration (CCR), www.ccr.gov and the Online Representations and Certifications Application (ORCA) www.orca.bpn.gov.
