Description
Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation; proposals are being requested and a written solicitation will not be issued. The terms and conditions applicable to this actions are: 52.212-4, Contract Terms and Conditions-Commercial Items. SAQMMA10R0154 is being issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in affected through Federal Acquisitions Circular. The Department of State, Bureau of International Information Programs (IIP) is soliciting proposals for a vendor to use search engines as a tool increase the visibility of the America.gov website and other online platforms/programs to web based audiences outside the United States through online advertising in multiple languages worldwide. We anticipate awarding one Blanket Purchase Agreement. We will establish a one-year BPA with the option to extend up to four additional years. The BPA does not constitute a guarantee of work. Assignments are made on an as-needed basis. Several factors are taken into account when choosing a vendor. For this need, the factors include range of multimedia and web platforms in Arabic, Chinese, English, French, Persian, Russian, and Spanish and the vendor’s search engines and online media capability to connect with international audiences. Additional information on the types of work IIP expects from the online advertising vendor can be found in the attached Statement of Work. FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. All responses will be evaluated in accordance with 52.212-2, Evaluation of Commercial Items: Applications will be evaluated based on the following criteria: 1. Overall traffic, database size and quality, user interface, available formats (e.g., text, image, and video formats) 2. Reporting and Analytical tools (i.e., the ability to review ad performance data daily to optimize ad spending) 3. Budget flexibility (e.g., controlling costs through caps; paying on a “cost per click” basis) 4. Audience Targeting (by region, topic, language) 5. Language and Translation Tools
