- General Question Sheet Standard Form 18 This is a combined synopsis/solicitation for the purchase of commercial items, prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. Solicitation number RFQ-WA-10-00006 is applicable and is issued as a request for quotation. This requirement is "Small Business Set-Aside" with a NAICS Code of 454311 (Heating Oil Dealers), and a size standard in number of employees, 50. The description of the commercial item is for the supply and delivery of non-transportation dyed, ultra low sulphur diesel #2 heating oil to the U.S. Environmental Protection Agency Manchester Environmental Laboratory (MEL). CLIN 1, Supply and deliver ultra low sulphur #2 diesel heating oil (red dyed non-transportation) to the EPA Manchester Laboratory, 7411 Beach Drive East, Port Orchard, WA 98366. Contractor shall be prepared to deliver up to 3,500 gallons at contract award if necessary. Be advised, additional heating oil deliveries will be ordered and delivered in incremental amounts upon request of the EPA Project Officer. Typical order is 3,500 gallons, with an average of 7,000 gallons ordered per month. Contractor shall confirm current fuel price, in a fixed price amount, prior to each delivery to ensure adequate funding is available to cover remaining fuel deliveries. Economic Price Adjustment. Since the market for heating fuel oil is very unstable, an economic price adjustment will be applied to this contract. This adjustment will be based on information published by the State of Washington's General Administration Oil Price Information Service (OPIS) at https://fortress.wa.gov/ga/apps/priceinfo/default.aspx?date=NA. Reference the Fuel price update, Location: Tacoma, Product: Ultra Low-sulfur Dyed Diesel. The price to be paid for the heating oil will be calculated prior to each delivery by adding the difference between the base fuel price and the current index price for heating oil. This adjustment can result in an increase OR decrease, depending on the current fuel pricing. Period of Performance: 2/11/2010 - 6/30/2010 The quantity requirement is an estimate only and is based on historical usage. The Government does not guarantee that the estimated quantity will be ordered during the contract period of performance. Contractor shall bill in arrears based on actual quantities delivered. This contract is not to exceed delivery of 31,500 gallons without prior written consent of the Contracting Officer. INSTRUCTIONS: A full and complete quote shall include completion of Standard Form-18 (SF-18) and completion of Reps and Certification page with signature and date along with a completed General Questions Sheet. The period of performance will be February 11, 2010 through June 30, 2010. Acceptance will be at destination (U.S. EPA, Region 10, Manchester Environmental Laboratory, 7411 Beach Drive East, Port Orchard, WA 98366). FOB point is destination. The selection resulting from this request for quotation will be made on the basis of the lowest priced acceptable quote from responsive and responsible quoter. Once the Contracting Officer has decided to whom an order will be issued, a unilateral order will be issued using an Optional Form 347. A purchase order will be in existence once the Contracting Officer has signed the order. Wherever the words offer, proposal, offerors, or similar terms are used in this solicitation or in any applicable provision, they shall be read to mean quote, quotation, quoter, vendor or similar corresponding term to reflect that this solicitation is a Request for Quotation not a Request for Proposal or an Invitation for bid. Provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The Contracting Officer will evaluate quotes on the basis of information furnished by the quoter or identified in the quote and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the quote. Telephonic inquiries will not be accepted. Quotes must be received by mail, fax, or email by February 9 at 4:30 PM Central Time. Quotes shall be submitted to the Contracting Officer, Tyrone Lewis. Vendors shall submit along with quote a completed representations and certifications, providing the business size, e-mail address, Dunn and Bradstreet number, CAGE code and Federal Tax ID number. In addition, quoters must be registered in the Central Contractor Registration database at www.ccr.gov to be considered for selection. Quoters are required to submit completed copies of the provisions at FAR 52.212-3 and its ALT I, Offeror Representations and Certifications-Commercial Items, with their quotes. FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and does not include any addenda. FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items, applies to this acquisition. The following clauses within 52.212-5(b) are applicable to this acquisition: 52.203-6, 52.219-14, 52.222-3, 52.222-19, 52.222.21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-39, 52.225-13, and 52.232-33.
