- The Bureau Of Land Management (BLM) National Training Center (NTC) at 9828 North 31st Avenue in Phoenix, AZ seeks a contractor to do a Blanket Purchase Agreement (BPA) with. The BPA will be for the rental of passenger vans and cargo trailers that go with the passenger vans. Complete details are in the line items. The BPA will be for a one year duration. This procurement is a 100% set aside for small business. A large business may submit a quote but must do so with the understanding of the small business set-aside. All contractors wishing to do business with the federal government must be currently registered in the CCR (http://www.ccr.gov) and have a current ORCA application on file (https://orca.bpn.gov).
