- The purpose of this amendment is to convert this RFP from a Small Business set-aside to a HUBZone set-aside, change the proposal preparation instructions, reschedule the site visit, extend the date specified for receipt of questions from prospective offerors, and extend the date specified for receipt of offers. Potential offerors are reminded that award will be made to the Low Price, Technically Acceptable offer. Thus, the Contracting Officer will be evaluating the reasonableness, affordability, and realism of fixed price proposals. The Department of Defense, Washington Headquarters Services, intends to solicit offers in response to Request for Proposal (RFP) HQ0034-10-R-0008 for refuse removal and disposal services at the Pentagon – Arlington, VA. The subject requirement will be procured as a total HUBZone set aside. Work includes, but is not limited to, trash and refuse removal, transportation and disposal at appropriate landfills. All work shall be performed in accordance with the performance work statement incorporated in the request for proposal and the specifications that will be provided at time of solicitation issuance. The awarded contract will consist of a 12 month base period with four (4) 12-month option periods. Total contract period, to include options, shall not exceed fifty-seven (60) months. The applicable North American Industry Classification System (NAICS) code is 562111. The Small Business size standard is $11.5 million. There will be a scheduled site visit for this project. The time and date for the site visit will be stated in the RFP. This RFP will be issued in electronic format only and will be available on or about 8 January 2010 on Federal Business Opportunities (www.fbo.gov) and on the Washington Headquarters Services (WHS) Acquisition and Procurement (A&PO) website (www.whs.mil/apo).
