- Thinning, site is in Craven County, 6 miles Northeast of Havelock, NC NC WAGE STATEMENT Thinning LTSP Study This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation reference number is AG-4660-S-10-0007 and is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-38.This RFQ is being conducted as a commercial item procurement using Simplified Acquisition Procedures (FAR Part 13). No paper copies of this solicitation will be provided. The Government reserves the right to not make an award at all. Quotations are being solicited and a Firm Fixed Price (FFP) type Purchase Order(s) is anticipated. Individual request for solicitation packages will NOT be accepted, quotations must be good for one month after the closing post date. The NAICS code for this procurement is 115310 and the size standard is $7.0 Million. The type contract anticipated is firm-fixed price and is 100% set-aside for small businesses in accordance with Federal Acquisition Regulation Subpart 19.502-2(a). There will be one contract line item and Payment will be made on a lump sum basis after all plots are satisfactorily completed. The purpose of this project is to thin planted Loblolly Pine trees residing in thirty 1-acre research plot plantations covering 30 acres. The attached Performance Work Statement provides a complete description of services required. Estimated Period of Performance is February 22, 2010 and ending March 26, 2010. Place of Contract Performance: The service will be performed at the site in Craven County, 6 miles Northeast of Havelock, NC, Croatan National Forest, on Forest Service Route 132, ¼ mile East of State Highway 306. It is the Offerors responsibility to be familiar with applicable clauses and provisions. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition along with any addenda to the provision. The provisions at 52.212-2, Evaluation -- Commercial Items. Evaluation Basis for Award: Award will be made to the offeror who has the past performance, required equipment i.e. track excavator with a tree shredder grinding head attachment or Feller Buncher and price. Award may be made without further discussions. Past performance may be verified prior to award. Failure to provide all the information requested may render quote unacceptable. The Government will evaluate offers in accordance with FAR 13.106. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. Price is the most important factor The provisions at 52.212-3, Offeror Representations and Certifications -- Commercial Items. A copy of FAR Clause 52.212-3, Contractor Representations and Certifications Commercial Items, must be completed and submitted with quotation. A copy is available at http://www.arnet.gov.far/. Contractor must be registered in Central Contractor Registration (CCR) prior to award. If not already registered in Central Contract Registration (CCR) and Online Representations and Certifications (ORCA), go to https://www.bpn.gov/to register prior to submitting quote. In order to submit a quotation you must have DUNS number and MPIN (Password) to sign into the National Business Center website. All responsible small business sources may submit a quotation, which if submitted in a timely manner will be considered. The provisions at 52.212-4, Contract Terms and Conditions -- Commercial Items. FAR 52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS--COMMERCIAL ITEMS (DEC 2009). The Contractor shall comply with the provisions of this paragraph (a) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation. The following FAR Provisions and Clauses apply to this acquisition: 52.222-50, Combating Trafficking in Persons (Feb 2009) (22 U.S.C. 7104(g). (2) 52.233-3 Protest after award-- in all solicitations and contracts. (3) 52.233-4 Applicable law for breach of contract claim --in all solicitations and contracts. Statement of Equivalent Rates for Federal Hires (May 1989) In compliance with the Service Contract Act of 1965, as amended, and the regulations of the Secretary of Labor (29 CFR Part 4), this clause identifies the classes of service employees expected to be employed under the contract and states the wages and fringe benefits payable to each if they were employed by the contracting agency subject to the provisions of 5 U.S.C. 5341 or 5332. This Statement is for Information Only: It is not a Wage Determination Forest Service TechnicianGS-7 (Step 2) Equipment OperatorWG-7 (Step 2) *Fringe Benefits: Life, Accident and Health insurance and Sick Leave Program-5.1 percent of basic hourly rate. Paid Holidays- 10 days per year. Vacation- 13 days paid vacation per year up to 3 years of service, 20 days after 3 years of service, and 26 days after 15 years of service.
