- Amendment 3: The E-6B Block II Modification Program consists of the Non-Recurring Engineering, Integration and Installation effort necessary to incorporate two systems into the E-6B Systems Integration Laboratory (SIL) and into one E-6B Aircraft. These systems are the Advanced Extremely High Frequency (AEHF) Family of Advanced Beyond Line of Sight Terminals (FAB-T) and the Multi-Role Tactical Common Data Link (MR-TCDL). In December, 2009, Naval Air Systems Command (NAVAIR) was informed of a significant schedule slip on the Air Force FAB-T Program. As NAVAIR is obtaining the FAB-T system from the Air Force and providing it as GFE under the Block II Program, it is now necessary to procure the Non-Recurring Engineering, Integration and Installation of the FAB-T and MR-TCDL Systems independently, so as to minimize the impact of the Air Force schedule slip on the Block II Program. Procurement efforts for the MR-TCDL System will procede immediately, while efforts for the FAB-T System will not begin until FY12. In June, 2009, NAVAIR synopsized the E-6B Block II requirement as a sole-source procurement based on the authority provided in 10 U.S.C. 2304(c)(1), as implemented in Federal Acquisition Regulation (FAR) 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” The rationale supporting this authority no longer applies. Accordingly, NAVAIR will pursue a competitively awarded Firm Fixed Price Contract. NAVAIR is revising Solicitation documents to reflect the changes above. The current Solicitation documents, which have not been updated, will be posted to the NAVAIR website on or about the date of this posting. The URL for the NAVAIR website is as follows: http://www.navair.navy.mil/doing_business/open_solicitations/index.cfm NAVAIR anticipates that an updated draft Solicitation, not including Sections L and M, will be available on or about February 17, 2010. NAVAIR anticipates that an official Solicitation will be available on or about May 4, 2010. When additional Solicitation documents become available, they will be posted to the NAVAIR website at the URL above and amendments to this Synopsis will likewise be posted. The Government will consider all proposals submitted by responsible sources. NAVAIR intends to host an Industry Day for this requirement. The date and location for Industry Day have not been determined at this time. When the date and location for Industry Day have been determined, NAVAIR will post the date and location in an amendment to this Synopsis.
