- Request for Information For Microsoft Consulting Services This is not a Request for Proposal (RFP). The purpose of this Request for Information (RFI) is to solicit industry feedback on how the Government may best provide a full range of information technology-related Microsoft Consulting Services to include: IT architecture and planning services; Technical Adoption consulting; complex and non-complex architecture for new and emerging Microsoft technologies; solution and infrastructure design, development and implementation of new, existing, emerging and non-emerging technologies; hands-on scenario based training of new, existing, emerging and non-emerging Microsoft technologies; application development of emerging and non-emerging Microsoft technologies; Enterprise Desktop deployment; specialized industry solutions, and core infrastructure optimization. These services are required by Department of Defense services, agencies and the Executive Office of the President, to include Army Chief Information Officer/G-6 (CIO/G-6) and the Program Executive Office, Enterprise Information Systems (PEO EIS) headquarters, directorates, and program/project/product offices, in support of various missions and of command, control, and communications activities. The Microsoft Consulting acquisition will provide the requiring offices with the means to acquire and select from new sources of assets and capabilities to support their program management support services requirements. MICROSOFT CONSULTING SERVICES (MCS) BACKGROUND: DoD agencies and the Executive Office of the President have obtained Microsoft Consulting Services through individual contracts and task orders. Some of these contracts and orders have not contained the most favorable terms and conditions or discounts. In an effort to consolidate and streamline the contracts and ensure greater asset management, it is proposed to create a Microsoft Consulting Services contract. SCOPE: MCS will primarily focus on providing IT architecture and planning services; Technical Adoption consulting; complex and non-complex architecture for new and emerging Microsoft technologies; solution and infrastructure design, development and implementation of new, existing, emerging and non-emerging technologies; hands-on scenario based training of new, existing, emerging and non-emerging Microsoft technologies; application development of emerging and non-emerging Microsoft technologies; Enterprise Desktop deployment; specialized industry solutions, and core infrastructure optimization. MCS could be utilized in the following areas (including but not limited to): assisting in developing, integrating and deploying information technology designs and solutions related to the AGM; developing technically sound solutions that reduce the workload of the DOIMs and information technology personnel on the ground for both workstations, server builds, the imaging processes, workstation and server hardening processes, configuration management, application compatibility, patch management, and data migration processes; creating an Information Assurance (IA) Portal for both internal and external information sharing via a Service Oriented Architecture (SOA) implementation; implementing and deploying an Active Directory (AD); and deploying information technology architectures, designs, and solutions related to support of other related Army enterprise infrastructure (AEI) activities. QUESTIONS: The government is interested in obtaining the following information from industry to consider in the development of a Microsoft Consulting Services (MCS) RFP: 1. Is your company able to provide all requirements listed in the attached PWS? If not, please identify the requirements that you are able to provide (with reference to the applicable section(s) of the PWS). a. Of the requirements that you can provide, will the services actually be performed by Microsoft (MS) employees? b. Are MS employees the only ones actually capable of performing the required services? If so, what is the reason? c. Would it be accurate to state that you essentially function as a gatekeeper providing access to MCS, but do not have capability to provide the services yourself? If not, identify which of the services (with reference to the applicable section(s) of the PWS), you can provide without MS employees? d. Must you negotiate a subcontract work order with MS separately for each task order, and, if so, would that impact you ability to provide timely service? 2. Does your company have Microsoft Certification credentials to perform these services? 3. There are gamuts of MS products within DoD with Operating Systems ranging from NT to Windows 7. Is your company able to support services for all of the DoD MS products and Operating Systems? 4. What experience does your company have with MS technologies and what specific MS products has your company previously supported? 5. How long has your company performed services in relation to MCS? 6.What other Government organization(s) has your company previously provided support to? 7. Is your company able to provide MCS support to DoD Agencies in CONUS and OCONUS locations? 8. Does your company have personnel with the capability to obtain the required security clearances of at least Secret and up to Top Secret, Specialized Compartmentalized Information for performance under a contract? 9. Is your company able to provide Microsoft Consulting services to support the deployed DoD to include (e.g. technical assistance deployed with the unit, deployable support from the Continental United States, pre-positioned support in Theater, etc.)? a. Is your company able to obtain the necessary clearances and insurance to perform in combat zones? 10. Under the arrangement between MS and resellers, can resellers propose to provide the Microsoft Consulting services to the Government at a discount from the commercial list price of MS? 11. How would you suggest measuring your performance to determine if that performance meets the requirements of the contract while supporting future competition? 12. What training and education could be included in a Microsoft Consulting Contract? For example, Microsoft Certified Systems Engineer (MCSE) training, and educational support? 13. What other services and added value solutions do you propose? For example, support to other software products on Microsoft platforms. Your ideas and input in answering the above information will greatly assist us in creating the most appropriate and relevant RFP for Microsoft Consulting Services. The information below is for industry only from NCRCC SUBMISSION INSTRUCTIONS: Responses to this RFI will be in the form of a White Paper, not to exceed twenty (20) pages, and supported by a Microsoft Power Point briefing, including notes, not to exceed fifteen (15) slides.
